Overview
Summary

City of Bell (City) is soliciting proposals from qualified consultants to provide comprehensive pavement condition survey of the City’s 33.6 centerline miles of arterial highways, streets and alleys; and update the City’s Pavement Management Program that was completed in May 2022. The update will be used to identify the current needs of the network, establish cost-effective priorities for improvements; establish the City’s 10-year maintenance and rehabilitation program; and certify the Los Angeles County Metropolitan Transportation Authority (Metro) Pavement Management System Certification for Proposition C.

Background

The Project will provide a planning tool for the City to develop and implement its arterial, highway, local streets and alleys rehabilitation program using the City’s Pavement Management Program (PMP). The last comprehensive update of the City’s PMP was completed in May 2022 and consisted of the following elements:

• Network Summary
• Pavement Condition after performing condition surveys
• Entry of data in the City’s StreetSaver database
• Maintenance and Rehabilitation Strategies
• Budget Analysis
• Conclusion and Recommendations
