Rapid Evaluation, Stabilization and Treatment (REST) Center
The Connecticut Department of Mental Health and Addiction Services is seeking proposals for up to four 23-hour Rapid Evaluation, Stabilization and Treatment (REST) Centers, in DMHAS Regions 3 and 5, serving rural communities. The REST Centers will offer the community “no wrong door” access to mental health and substance use treatment and will accept walk-ins, police drop-offs, and other referrals. DMHAS is seeking to establish a contract for one REST Center by Sept 1, 2026, with services to commence no later than 12/1/26. DMHAS is seeking to establish three more CSUs in subsequent grant years beginning on November 1, 2026.
