The Town of Hartford is requesting bids for the provision of Bulk Deicing Salt products. This bid should address the period from July, 1, 2025 through June 30, 2026.
Scope of Services
The bids shall include the supply of the noted bulk deicing salt products. Bids must also include a commitment to provide up to 120% of the estimate tonnage.
GRADATION: Salt shall conform to the following particle size distribution specifications as determined by laboratory sieves per ASTM D632 (testing method is AASHTO T27 for gradation):
Passing a ½” Sieve 100%
Passing a 3/8” Sieve 95%-100%
Passing a No.4 Sieve 20%-90%
Passing a No. 8 Sieve 10%-60%
Passing a No. 30 Sieve 0% - 15%
MOISTURE REQUIREMENT: Moisture content shall be in a free-flowing condition when received at the delivery location with a moisture content not to exceed one percent (1%), in accordance with AASHTO T255. Material exceeding two and a half percent (2.5%) moisture content and/or evidence of free-flowing water/brine may be rejected and returned to the supplier at the expense of the supplier. Town Of Hartford reserves the right to reject all deliveries for the day. Visible moisture leakage from the delivery vehicle will be cause for immediate rejection of the load.
Basis of Award
The contract shall be awarded to a responsible and responsive proposer as determined by the Town and review will include the following considerations:

Ability to perform successfully under the terms of the scope of services.

Prior experience and past record of performance.

Availability of work force and equipment.
-
Financial and technical resources.
-
Compliance with public policy.

Any of other criteria considered relevant by the Town.
Insurance
Contractor must maintain and provide proof of Workers Compensation, Comprehensive General Liability Insurance, Automobile Liability Insurance and Property Damage Insurance (minimum of $2,000,000 aggregate, $1,000,000 per occurrence). The Town of Hartford is to be named as certificate holder. The contractor agrees to hold harmless, indemnify and defend the Town of Hartford for all liability arising out of the project, except that arising out of the sole negligence of the Town of Hartford.
Instructions
Bids must be submitted in a sealed envelope clearly labeled "2025-2026 Bulk Deicing Bid" and will be received at the Town of Hartford, Town Managers Office, 171 Bridge Street, White River Junction, Vermont, 05001, no later than 1:00 p.m. on Monday, November 17, 2025. Bids received after the noted time and date will not be accepted. Faxed bids will not be accepted.
Rejection of Bids
The Town of Hartford reserves the right to reject any of all bids or to award contracts in whole or in part if it is deemed in the best interest of the Town.
Revision to the Request for Bids
The Town of Hartford reserves the right to modify any technical and submission requirements associated with this bid and the scope of work.
Limitations of Liability
The Town of Hartford assumes no responsibility and no liability for costs incurred by the proposer in responding to the Request for Bid or in responding to any further request for interviews, additional data, etc. prior to issuance of a contract.
