NASA/Goddard Space Flight Center (GSFC) has a requirement for Flight Dynamics Support Services (FDSS III) that provides flight dynamics support services to, and related service support for, the Engineering and Technology Directorate’s Mission and Systems Analysis Division throughout GSFC as required, for the study, design, development, fabrication, integration, testing, verification and operations of spaceflight, airborne and ground system hardware and software, including development and validation of new technologies to enable future space and science missions.
NASA/GSFC intends to issue a sole source contract to acquire the services from OPR, LLC. NASA/GSFC intends to extend the current contracts effective ordering period by an additional six (6) months. The extension will allow for continued performance and continuation of mission critical services under the FDSS III contract through October 31, 2025 for six (6) months, by which time the follow-on, competitive contract is expected to be awarded. This is a Cost-Plus-Fixed-Fee (CFPP), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC19C0072. The rationale supporting this sole source award to OPR, LLC is in accordance with 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jacob Perez, Jacob.a.perez@nasa.gov not later than 4:30PM EST on October 21, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
