Great Texas Freedom Fest Warbird Aircraft

Synopsis:

The United States Air Force, 502 CONS, JBSA Lackland, Texas publishes this notice of intent to award a sole source contract for informational purposes only. The 502d Air Base Wing has a new requirement for several warbird aircraft to include: a B-25 Yellow Rose aircraft for aerial performance, C-47 That's All, Brother aircraft for aerial performance, T-6 Texan aircraft for aerial performance, BT-13 Vultee aircraft for aerial performance , and a A-4 Cockpit Aircraft for static performance to support the 2025 JBSA Open House also known as 2025 Great Texas Freedom Fest. This service is to be performed at JBSA Fort Sam Houston, San Antonio TX. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1).

This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 713990 – All Other Amusement and Recreation Industries. Business size standard: $9 million

The proposed source is Commemorative Air Force (CAF). A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm Central Standard Time, 12 March 2025.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This procurement will be awarded on a sole source basis to Commemorative Air Force (CAF), which is considered a large business. Market Research was conducted and it was determined that no other sources can provide a service capable of meeting the full list of the 2025 Great Texas Freedom Fest requirements. This acquisition will not be a small business set aside since two or more small businesses cannot provide this requirement.

The Department of Defense (DOD) has determined the System for Award Management (SAM) to be the single DOD registration for contractors who conduct business or who are interested in conducting business with the DOD.
