Applicable Standard: NFPA 1970-2025, Standard on Protective Ensembles for Structural and Proximity
Firefighting, Work Apparel, SCBA, and PASS. This standard- consolidates previous PPE standards (including
NFPA 1971) into a single document and establishes mandatory particulate-blocking requirements for structural
firefighting hoods.
1. Intended Use
• Structural firefighting operations requiring head and neck protection under helmets
and around SCBA facepieces.
• Hood must provide thermal and particulate protection as an interface element of
the full protective ensemble.
2. Design Requirements
a. Physical Coverage
• Full coverage of the head, neck, and significant portions of shoulders/chest when
worn properly under helmet and around SCBA mask.
b. Material Specifications
• Constructed of flame-resistant textile composites capable of resisting thermal insult
and mechanical abrasion.
• Material layers include protective outer fibers and a particulate-blocking barrier
layer to stop harmful particulates.
c. Particulate Barrier
• Mandatory particulate-blocking hood for structural firefighting.
• Barrier must cover essentially the entire hood surface, except minimal allowable areas
near seams/ openings.
3. Performance Requirements
a. Thermal Protective Performance (TPP)
• Hood composite must meet or exceed minimum TPP values consistent with PPE
thermal protection performance testing.
b. Particulate Filtration Efficiency
• Must block at least 90% of particles between 0.1 um and 1.0 um passing through the
hood barrier media.
c. Total Heat Loss (THL)
• Hood must demonstrate a minimum total heat loss value to balance particulate
protection with breathability and prevent excessive heat stress.
d. Flame Resistance and Shrinkage
• Materials must exhibit flame resistance and limited thermal/acrylic shrinkage

after conditioning.
• Seams and barrier layers are subjected to thermal and wash + heat conditioning
before performance testing.
4. Mechanical and Durability Requirements
a. Seam Strength
• Hood seams must remain intact and maintain barrier effectiveness under mechanical
loads, temperatures, and laundering cycles.
b. Burst Strength
• Hood materials must withstand specified pressure loads without rupturing.
c. Wash and Heat Conditioning
• Prior to testing, hood materials and seams are preconditioned (wash cycles+
specified heat exposure ) to simulate service life.
5. Health, Safety, and Restricted Substances
a. Restricted Substances
• Materials should comply with restricted substance limits (e.g., PFAS restrictions) as
defined in NFPA 1970, allowing manufacturers to label hoods as "PFAS-free" when
applicable.
b. Contaminant Removal Efficiency
• Manufacturers will report decontamination effectiveness metrics based on
standardized cleaning tests (percent removal of organic/heavy metal contaminants).
6. Labeling & Certification
a. Certification
• Hoods must be tested and certified by an independent third-party certifier (e.g.,
UL Solutions or SEI) to confirm compliance with NFPA 1970.
b. Identification
• Permanent labels must include: Manufacturer identification, model number,
applicable standard edition, size designation, and care and laundering instructions.
7. Care, Maintenance & Service Life
• Follow NFPA 1850 (PPE care and maintenance standard) for formal inspection,
cleaning, and retirement criteria. Hood aging, barrier degradation, or compromised fit should
prompt removal from service.

receive competitive sealed bids through email. All City of Cleveland bids estimated to be
less than 50K in value will be submitted and received electronically via email. All bids
must be emailed to CityofClevelandbids@clevelandohio.gov. Upon receipt of your bid,
you will receive a reply indicating your bid has been received.
