The Naval Sea Systems Command (NAVSEA) intends to contract for strategy, communications and change management and enablement products with Ink to Think, LLC of Daniel Island, SC, without providing full and open competition pursuant to 10 U.S.C 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Through this effort, Ink to Think will provide products and services to support strategy, planning and communication requirements related to national security strategy priorities. Products and services to be procured under this contract include the provision of products for data across Impact Level (IL), including IL-4 and IL-5, and will cover all Controlled Unclassified Information (CUI) use cases. Services will be delivered on an as-needed basis in various locations over the course of the contract. Due to the nature of the work and its integral connection to efforts performed by Ink to Think to date, only Ink to Think possesses the requisite experience and capabilities to deliver the required support without unacceptable delays in fulfilling NAVSEA requirements. The period of performance for this contract, if all options are exercised, will be 20 months.
Parties interested in subcontracting opportunities should contact Ink to Think, LLC directly. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation no later than the closing time of this notice. Any submissions will not be reimbursed by the Government; the entire cost of any submission will be at the sole expense of the source submitting the information.
