REQUEST FOR PROPOSAL (RFP)

RFP #2026-009 – Hotel Market Study and Feasibility Analysis

The City of Salem, Virginia, is soliciting sealed proposals from qualified firms or individuals to provide consulting services for a comprehensive Hotel Market Study and Feasibility Analysis. The scope of services includes a community-wide market evaluation, demand analysis, facility and site recommendations, and a financial feasibility analysis for potential hotel development within the City of Salem.

Issue Date: Monday, June 22, 2026

Questions Deadline: Wednesday, July 1, 2026, 3:00 p.m. (Local Time)

Proposals Due: Friday, July 17, 2026, 3:00 p.m. (Local Time)

Proposals must be received by hand delivery, mail, or electronic submission through eVA (www.eva.virginia.gov) no later than the date and time specified above. Electronic submission through eVA is preferred. Proposals submitted via facsimile or email will not be accepted. Late proposals will not be considered.

Complete RFP documents, including instructions for proposal preparation and submission, evaluation criteria, and contract terms and conditions, may be obtained from the City of Salem Purchasing Department, 114 North Broad Street, Salem, Virginia 24153, or via eVA (www.eva.virginia.gov), or the City’s Purchasing website at https://www.salemva.gov/Bids.aspx .

All written inquiries regarding this RFP must be submitted prior to the Questions Deadline listed above to the Procurement Contact identified below. Oral instructions or representations carry no weight and shall not be binding upon the City; only written addenda issued by the Purchasing Department shall be binding.

The City of Salem reserves the right to cancel this solicitation, reject any or all proposals, waive informalities, and award in whole or in part to the Offeror(s) determined, in the City’s sole discretion, to be in the best interest of the City.
