HOWARD DRIVE AND JACKSON DRIVE WATERLINE REPLACEMENT
General Notice
City of Salem (Owner) is requesting Bids for the construction of the following Project: Howard Drive and Jackson Drive Waterline Replacement.
Bids for the construction of the Project will be received at the Salem Purchasing Department located at 114 N. Broad Street, Salem, VA 24153, until July 30, 2026, at 3:00 P.M. local time. Bids may be submitted by hand delivery or mail to the address above, or electronically through eVA at

the Commonwealth of Virginia's electronic procurement portal. Electronic submission is accepted only through eVA; faxed or emailed Bids will not be accepted.
At that time, all Bids received will be publicly opened and read aloud for the information of Bidders and other interested parties at 3:05 P.M. (Local Time) in City Hall Council Chambers, 114 North Broad Street, Salem, Virginia 24153. Interested parties may attend the bid opening in person or virtually. The Project includes the following Work:
The work shall include, but shall not be limited to, construction of approximately 3,550 linear feet of 8" waterline, 20 linear feet of 6" waterline, 40 linear feet of 2" waterline, installation of new service lines, abandonment of old water mains, and related appurtenances as shown on the Plans and as described in the Contract Documents.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

540-375-3063. Prospective Bidders may request a copy of the Bidding Documents by contacting the Issuing Office on Mondays through Fridays between the hours of 8:00 AM-5:00 PM, or by visiting the City of Salem's Purchasing Website at
https://salemva.gov/220/Purchasing.
Bidding Documents may be downloaded from the designated website. The designated website will be updated periodically with addenda, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
A pre-bid conference for the Project will be held on July 8, 2026, at 9:00 A.M. at the City of Salem Water Department, 1300 Tidewater Street, Salem, VA 24153. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 - 4330 of the Code of Virginia
Bidders submitting a Bid in person or by mail shall submit one (1) original, two (2) copies, and one electronic copy on a flash drive (Microsoft Word or PDF) of their Bid in a sealed envelope clearly marked on the outside with the company's name and "Attn: Purchasing Department - ITB # 2026-030 - Howard Drive and Jackson Drive Waterline Replacement".
Bidders submitting a Bid electronically shall do so only through eVA. Emailed Bids will not be accepted.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
BIDDER'S attention is invited to the requirements of Section 54.1 of the Code of Virginia pertaining to registration which specifies the following with regard to contractor licensure and registration by definition:
"Class A contractors" perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is $150,000 or more, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is $1 million or more.
"Class B contractors" perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is $30,000 or more, but less than $150,000, or
(ii) the total value of all such construction, removal, repair or improvements undertaken by such person within any 12-month period is $250,000 or more, but less than $1 million.
The City of Salem does not discriminate against faith-based organizations.
The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his signature whichever of the following notations is appropriate:
"Licensed Class A Virginia Contractor No. ."
"Licensed Class B Virginia Contractor No. ."
"Contract is less than $1,000 therefore licensure is not required under Title 54.1, Chapter 11, Code of Virginia (1950) as amended ."
