This is a Sources Sought Notice to determine small business sources capable of services for Fire Pump Service in a medical setting to include the main hospital for Iowa City VA Healthcare System. NAICS 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance). Small business size standard is $12.5 million. BACKGROUND:
THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Federal Government to contract for any service at this time.
Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23 is not at this time seeking offers and will not accept unsolicited offers.
Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party’s expense.
Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract. Although the term “offeror” is used in this notice, your respective organization’s response will be treated as information only and shall not be used as an offer.
OBJECTIVE:
The objective of this notice is to conduct market research to determine if there are Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing services for Fire Pump Service at Iowa City VA Medical Center. The facility is located at 601 HWY 6 West, Iowa City, IA 52246.
DESCRIPTION OF SERVICE:
The Contractor shall provide all personnel, equipment, tools, supervision and other items and services necessary to ensure the 5-Year Fire Protection Testing is performed in a manner that will maintain a professional appearance at the Iowa City VA Health Care System to remain compliant with the Joint Commission and NFPA 25.
The 5-Year fire protection testing requirements, as outlined in NFPA 25, mandate a comprehensive inspection and testing of fire sprinkler systems and components, every 5 years. This may include internal piping inspections, valve inspections, hydrostatic testing of Fire Department Connection and dry sprinkler systems. The purpose is to ensure the system’s integrity and proper functioning, including identifying and addressing potential issues like corrosion, blockages, and other issues that could impact water flow.
The contractor provides five-year inspection, testing, maintenance and flow for standpipe, wet sprinkler systems and dry sprinkler systems, for 1, 2, 20, 40, 41, 42, 49, 50 and 7., five-year inspection on all gauges, all zones and fire department check valves for buildings mentioned above. All gauges will be checked with a calibrated gauge.
SPECIAL CERTIFICATIONS AND QUALIFICATIONS:
To be considered eligible for consideration, bidders must have a NFPA 25 certified, field service representative that has a minimum of five (5) years of specialized continuous experience in testing and inspection.
