The Town of Yarmouth, the Awarding Authority, invites sealed bids for the Yarmouth Water Department Generator Replacement, located at 99 Buck Island Road, West Yarmouth, MA 02673, in accordance with the documents prepared by BLW Engineers, Inc., dated March 28, 2025.
The work includes, without limiting the generality thereof, the work to be performed for the electrical and generator at the Yarmouth Water Department. In general, the work consists of the removal of the existing generator and the installation of a new exterior generator, a new manual transfer switch, intercepting, extending, and reconnecting existing feeds to the existing transfer switches. The contractor is responsible for providing all materials, labor, and equipment as specified to perform the work. Bids should be submitted in a sealed envelope bearing the words:

A non-mandatory pre-bid meeting and site visit will be held on April 30, 2025, at 10:00 AM at the project site. Bidders are strongly encouraged to attend. Questions may be submitted in writing at the time of the meeting. A site walkthrough will follow.
Sealed General Bids will be received at the Yarmouth Department of Public Works, 74 Town Brook Road, West Yarmouth, MA 02673 until 2:00 PM on May 15, 2025, at which time they will be publicly opened.

General Contractor: ELECTRICAL
Project Estimate: $150,000.
Substantial Completion: April 15, 2026. Final Completion: April 30, 2026 (The Town may adjust the completion timeline based on generator equipment lead times, subject to contract terms.)
Each Bid must be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Security in the amount of five percent of the Bid in the form of a bid bond or certified treasurer’s or cashier’s check issued by a responsible bank or trust company.
The successful Bidder must furnish a 100% Performance Bond and a 100% Payment Bond with a surety company acceptable to the Town.
General Bidders must include a valid DCAMM Certificate of Eligibility for Electrical and an accompanying Update Statement.
Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Sections 26 to 27H, as amended, apply to this project. Certified weekly payrolls must be submitted. No payments will be issued without prevailing wage compliance documentation.
Sales and use taxes should not be included in bid prices. All materials used for this project are tax-exempt.
Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids.
This contract is subject to the provisions of M.G.L. Chapter 149, §§ 44A–44H.
The Town of Yarmouth reserves the right to waive informalities or to reject any or all bids in the best interest of the Town. Bids determined to be unbalanced may be rejected.
