Organizational Context

The Sacramento Housing and Redevelopment Agency (SHRA or Agency) is a joint powers authority serving the City of Sacramento, County of Sacramento, and their respective housing authorities - the Housing Authority of the City of Sacramento ("HACS"), and the Housing Authority of County of Sacramento ("HACOS"). SHRA operates within a complex public-sector governance structure involving the Sacramento Housing and Redevelopment Commission, Sacramento City Council, and Sacramento County Board of Supervisors. The Executive Director of SHRA oversees operations for the Agency.

SHRA employs approximately 300 permanent and temporary staff members. Through this informal solicitation, SHRA seeks to engage a qualified executive recruitment firm to assist in filling a full-time executive-level vacancy. The desired outcome is the successful placement of a candidate capable of providing executive leadership within a complex public organization administering housing, redevelopment, community development, and related governmental programs.

This Invitation for Quotations (IFQ) is issued in accordance with 2 CFR Part 200 (Uniform Guidance), including the simplified acquisition procedures outlined in §200.320, and the HUD Public Housing Agency Procurement Handbook 7460.8 REV-3 (2026).

Additional federal requirements under other applicable Code of Federal Regulations (CFR) titles and parts may apply based on the funding source and nature of the services and will be incorporated as applicable.
