NOTICE TO BIDDERS
The City of Park Ridge is accepting bids from qualified vendors for the upfitting of three (3) Ford police vehicles in
accordance with the specifications, terms, and conditions outlined in the bid document.
Bid documents can be obtained from on the City’s website (www.parkridge.us/purchasing) and Euna OpenBids
(www.demandstar.com). All responses must be received via OpenBids or in-person at Park Ridge City Hall, Finance
Department, 505 Butler Place, Park Ridge, IL prior to the Due Date and Time set forth below. Responses transmitted by
fax or email will not be accepted. Responses received in person must be in a sealed envelope marked and clearly labeled:
Company Name and Address, Solicitation Number, and Project Title.
Infrequent or first-time users of electronic bidding are encouraged to upload their responses at least 24 hours prior to bid
opening. The City is not responsible for submittal errors or incomplete bid submissions. For technical issues or concerns,
bidders may contact OpenBids support directly at hello@eunasolutions.com.

Any communication regarding this invitation between the date of issue and date of award is to be in writing and
directed to procurement@parkridge.us. Answers to questions submitted in writing may be distributed as an
addendum. If a plan holder chooses not to submit a proposal, please fill out the enclosed NO BID form and return it to
the email above.
SCOPE OF WORK
POLICE VEHICLE UPFITTING
PD-26-04
The selected Vendor shall furnish all labor, materials, equipment, and supervision necessary to complete the upfitting
of three (3) police vehicles in accordance with the specifications herein. All equipment shall be installed in accordance
with manufacturer specifications, applicable industry standards, and all federal, state, and local regulations.
The City is anticipating the receipt of two vehicles in April 2026 and one in June 2026.
GENERAL REQUIREMENTS
• Vehicles will be delivered to the awarded Vendor at a mutually agreed-upon time.
• The Vendor shall be responsible for safeguarding vehicles while in their possession.
• All work must be completed within 7 working days after receipt of a vehicle.
• The Vendor shall ensure that installations do not interfere with vehicle safety systems, including airbags and
OEM electronics.
• All wiring shall be professionally installed, properly fused, clearly labeled, and secured to prevent wear or
failure.
• The Vendor shall minimize modifications to the vehicle and avoid unnecessary drilling whenever possible.
STANDARDS AND COMPLIANCE
• All equipment and installation practices must comply with applicable standards and manufacturer guidelines.
• Installations must not void or negatively impact vehicle warranties.
• The Vendor shall be an authorized dealer/installer (if required by equipment manufacturers).
TESTING AND ACCEPTANCE
• Upon completion, each vehicle shall undergo a full operational inspection and testing of all installed
equipment.
• The City reserves the right to inspect work at any stage of completion.
• Final acceptance will occur only after verification that all specifications have been met.
BRAND NAME OR APPROVED EQUAL
Wherever in the specifications a particular brand name, manufacturer, model number, or vendor is referenced, it is
intended to establish a standard of quality, performance, functionality, and compatibility with existing City equipment.
Such references shall not be construed as limiting competition.
Bidders may propose alternative products (“or equal”) to those specified, provided that such alternatives meet or
exceed all stated specifications and are fully compatible with the City’s existing systems and operational requirements.
Any proposed alternative must be clearly identified in the bid submission and shall include, at a minimum:
• Manufacturer name and model number
• Detailed product specifications and technical data sheets
• Documentation demonstrating equivalency to the specified item
• Description of any deviations from the specified product
• Compatibility with existing City equipment and systems
The burden of proof of equivalency shall be solely on the bidder.
The City reserves the sole right to determine whether a proposed alternative is acceptable. No substitution shall be
installed or provided without prior written approval from the City. Failure to obtain such approval may result in
rejection of the product, removal at the contractor’s expense, and replacement with the specified item at no additional
cost to the City.
RIGHT TO INSPECT/REJECT GOODS
The City reserves the right to inspect the equipment after delivery to determine whether the equipment meets the
contract specifications. If within thirty (30) days of delivery, the City determines that any of the equipment does not
meet the contract specifications, the City at its sole discretion may:
• Require the Vendor to conform the equipment to contract specifications. This work shall be performed
properly, within time limits established by the City, and at no cost to the City.
• Retain any monies due to the Vendor, the reasonable value of the rejected material, replacement parts,
workmanship, or services based upon the contract price.
