1. The purpose of Amendment 0010 is to extend the closing date and time for receipt of proposals. The New closing date is Wednesday, June 3, 2026, at 3:00 PM EST (Fort Belvoir, VA local time).
2. This amendment further supersedes all previous amendments and clarifies the solicited delivery requirements for the additional Ponce, Puerto Rico barge requirements (Item 0058 is for 18,000,000 USG of F-76 and Item 0059 is for 3,600,000 USG of JP5) under Solicitation SPE60826R0200.
3. The Defense Logistics Agency intends to award the fuel requirements identified under Solicitation SPE60826R0200 - AMD 0010 as a single, aggregate contract. This procurement comprises Item 0058 for 18,000,000 U.S. Gallons (USG) of F-76 marine diesel fuel and Item 0059 for 3,600,000 USG of JP5 aviation turbine fuel. Because these items are linked, the Government will evaluate and award them on a strict all-or-none basis. Offerors must submit pricing for both items to be considered for an award, as partial offers will be disqualified.
The Government will evaluate all proposals in accordance with Federal Acquisition Regulation (FAR) 52.212-2, Evaluation—Commercial Products and Commercial Services. Contract award will be determined using the Lowest Price Technically Acceptable (LPTA) source selection process outlined in FAR 15.101-2. Under this methodology, the Government will review proposals for technical acceptability based on the criteria set forth in this solicitation. The contract will ultimately be awarded to the responsible offeror who submits the lowest-priced proposal that fully meets all technical requirements
4. Bunkers delivery condition notes for delivery by barge applies to this amendment and the Ponce PR requirements.
5. Locations, Ordering & Delivery Requirements are listed in the revised Schedule in Attachment - A, which is attached to this Amendment 0010.
6. The resulting contract period of performance is one-year from date of award through June 30, 2027.
7. Additionally, Federal Acquisition Regulation (FAR) clause 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (OCT 2022), is hereby incorporated in full-text in Solicitation SPE60826R0200 as attached to the amendment.
