Background
The City was first incorporated in 1870 and operates as a Charter City. The City encompasses approximately 42 square miles in Stanislaus County and has approximately 225,000 wastewater customers. The wastewater system is comprised of approximately 680 miles of sewer pipes ranging from 6-in to 66-in diameter, 43 lift stations, and two treatment plants with primary treatment at Sutter Campus and Secondary and Tertiary Treatment at Jennings Campus.
