INVITATION TO SUBMIT PROPOSALS
For
2026 Sewer System Rehabilitation
The City of Spring Hill will accept quotations for the 2026 Sewer System Rehabilitation
work for the Utility Department. Sewer rehabilitation work will be performed throughout
the contract period upon the authorization by the City of Spring Hill.
Bidders shall submit sealed quotations in the format specified in the Invitation to Submit
Proposals no later than 2:00 p.m. (CST), Wednesday, April 22, 2026, at which time
bids will be publicly opened and read aloud. No bid may be withdrawn after the
scheduled closing time for a period of 60 days. Bidding documents may be viewed and
inspected at Spring Hill City Hall during regular business hours or www.springhilltn.org.

SECTION I - GENERAL INFORMATION
A. The City of Spring Hill desires to contract for 2026 Sewer System Rehabilitation for
the Utility Department.

B. The City of Spring Hill reserves the right to reject any and all bids, to waive
technicalities or informalities and to accept any bid deemed to be in the best interest of
the City. Bids may not be withdrawn after scheduled closing time for a 60 day period.
C. The bidder shall abide by and comply with the true intent of the specifications and not
take advantage of any unintentional error or omission, but shall fully address the full
intent and meaning of each aspect of the specifications.
D. All forms shall be completed and included as an integral part of each bidder’s proposal.
E. Freight shall be paid by vendor and should be included in unit price bid.
F. The City is a tax exempt organization.
G. Mail is delivered after 4:00 p.m. Monday through Friday.
H. The City reserves the right to adjust quantities as directed by the Project Representative
as necessary to comply with their priority list and budgetary restraints. An increase,
decrease, and/or changing of the quantities may be implemented by the City at their
discretion.
I. Experience and Financial Statement Required
It is the intention of the Owner to award this contract to a bidder competent to perform
and complete all work in a satisfactory manner. It is required by the Owner that each
bidder under consideration shall submit a statement of his experience and financial
status within seven (7) days when requested by the Engineer. The Engineer may request
this information from the bidders under consideration immediately following the

opening of bids. Each bidder shall be prepared to submit to the Engineer the following
notarized statements pertaining to his financial resources, adequacy of plant and
equipment, organization, prior experience and other facts, as his qualification to enter
into contract with and to perform construction work for the Owner.
1. Organization: State legal title of organization, business address, and if a corporation,
where incorporated. Give names of principal officers and capitalization, number of
and positions held by supervisory employees and number of employees regularly
employed.
2. Financial Resources: Furnish complete financial statement for each of two (2)
successive recent periods.
3. Equipment Owned: Give manufacturer's name, description, size and/or capacity and
age of each piece or article of major equipment.
4. Experience Record: Give names of parties and dates for which work has been done,
general description of work and contract price of work performed.
J. Name, Address and Legal Status of Bidder Required
The name and legal status of the bidder, that is, as a corporation, partnership, or an
individual, shall be stated in the Proposal. A corporation bidder shall name the state in
which its articles of incorporation are held and must give the title of the official having
authority, under the by-laws, to sign contracts. A partnership bidder shall give the full
names and address of all partners.
Anyone signing a Proposal as an agent of another or others must submit with his
Proposal legal evidence of his authority to do so. The place of residence of the bidder,
or the office address in the case of a firm or company, with county and state, must be
given after his signature.
