Request for Proposals (RFP #13250101) Heart of Texas Workforce System Workforce Innovation and Opportunity Act (WIOA) Youth and Educational Outreach Services. The Heart of Texas Workforce Development Board, Inc., dba Workforce Solutions for the Heart of Texas is soliciting bids for the management and operation of Workforce Innovation and Opportunity Act (WIOA) Youth program services and Temporary Assistance for Needy Families (TANF) Workforce Career and Educational Outreach services. The WIOA Youth program places primary emphasis on serving out-of-school youth ages 16 to 24 while offering in-school youth services (ages 14-21) in the Workforce Solutions for the Heart of Texas (WSHOT) workforce area.
