The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and engineering necessary to repair existing blast doors at building 1440, NAF Misawa, Japan in accordance with the Statement of Work (SOW) and drawings attached to this solicitation.



Contractor Requirements:



i. Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract;



ii. Offerors will be required to provide verification on required license to perform construction work in Japan (Kensetsugyo Kyokasyo) prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer; and



iii. Contractors have a Japanese bank account in order to receive payment via DFAS Japan.



Furthermore, the U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation, however, the U.S. Government may consider

designation eligible employee(s) as "Members of the Civilian Component" under Article I (b) of the SOFA.

All interested parties who wish to attend the pre-quote meeting/site visit shall fill out and submit Attachment (3) Site Visit Log via email to the POC below no later than 14 Jul 2025, 11:00 JST.POC: Daisuke Ishikawa, Contract Specialis

Due to limited escorting capabilities, a maximum of two (2) company representatives will be allowed. Only one vehicle per company is authorized. All attendees must possess photo identification (i.e. passport or driver's license) on the day of the pre-quote meeting/site visit.
