PRESOLICITATION



Lake George & Monument Fire Center Sewer Line Replacement Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands South Park & Pikes Peak Ranger Districts



1. Introduction.



This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.



2. Applicable North American Industry Classification System (NAICS) Code.



The applicable NAICS CODE: 237110 – Water and Line and Related Structures Construction



(Size Standard in millions of dollars $45M).



3. Type of Contract to be Awarded.



As a result of this presolicitation and possible solicitation, the Contract Service Area (CSA) Intermountain 8 plans to award a firm fixed price contract.



4. Type of Solicitation.



The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.



5. Presolicitation Posting Period.



This presolicitation will be posted for 16 days.

7. Contract Background and Description.



The existing sewer systems at both sites are of considerable age, nearing the end of useful service life, and have been incurring increased maintenance costs to address clogging and freezing issues.




  1. The existing sewer line at Lake George is made of clay pipe and the joints have become offset overtime allowing for root penetration into the sewer line. This results in clogging issues that must be regularly cleaned. The new sewer line will resolve this issue.

  2. The existing sewer line at Monument is too shallow and generally freezes over the winter, which renders the bathroom facilities in the Classroom building unusable. The new sewer line installed at a greater depth will resolve this issue.

  3. These sites are open and accessible year-round by highway legal vehicles.

  4. Approximate site elevations are approximately 7,100 feet at Monument and 8,100 feet at Lake George.

  5. Winter conditions (freezing temperatures, snow fall, frozen ground, etc.) can be anticipated approximately October through April.

  6. Cellular phone service is generally available at both sites.



Scope of Work –



The project scope of work generally consists of the following:




  1. Lake George Work Center

    1. Installation of new sanitary sewer service lines from the Brown House and Office buildings to the existing septic tank.

    2. Associated and ancillary work includes mobilization, quality control, project management and coordination, utility abandonment/demolition, site demolition, excavation, trenching, backfill, and site surface restoration.

    3. Refer to the Project Manual/Specification and Construction Drawings for a full depiction of the work.



  2. Monument Fire Center

    1. Installation of new sanitary sewer service lines from the Classroom building to an existing sewer manhole.

    2. Removal and replacement of existing site water hydrants.

    3. Associated and ancillary work includes mobilization, quality control, project management and coordination, utility abandonment/demolition, site demolition, excavation, trenching, backfill, and site surface restoration.

    4. Refer to the Project Manual/Specification and Construction Drawings for a full depiction of the work.





8. Project Location.



This project consists of work at two Forest Service administrative sites on the Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands:



Lake George Work Center



South Park Ranger District



140 Trail Creek Road



Lake George, CO 80827



Monument Fire Center



Pikes Peak Ranger District



3751 Mt. Herman Road



Monument, CO 80132



These sites are open and accessible year-round by highway legal vehicles. Winter conditions (freezing temperatures, snow fall, frozen ground, etc.) can be anticipated approximately October through April.



9. Estimated Period of Performance.



September 22, 2025, through November 21, 2026



10. Site Visit.



A site visit is anticipated; details will be provided at time of Solicitation.



11. Disclosure of Magnitude.



The anticipated magnitude for this project is between $25,000 and $100,000.



12. Type of Set-aside.



Total small business set-aside.



13. Responses.
