Solicitation Summary

The Maryland State Board of Elections (SBE) requires a curing by text solution to use in the statewide 2026 elections. Each mail-in ballot submitted by a voter must contain a signed oath in order to be counted.  If a ballot is returned without a signed oath, election officials must reach out to the voter and offer them the opportunity to provide a signed oath - otherwise known as curing.  Historically, voters did this by going to the local board of elections, emailing a signed oath, etc.   In 2023, the Maryland General Assembly required that voters be allowed to use texting to cure a ballot submitted without a signed oath.  SBE is looking for a solution that allows voters to cure a ballot via text.  The solution will be used by all 24 local boards of elections, but managed by SBE.
