Description
The Caribbean District (CESAA) USACE Corps of Engineers intends to procure a Firm-Fixed Price (FFP) Stand Alone Contract for Construction Support Services for La Chuleta Material Management Area (MMA) Site in Rio Puerto Nuevo, San Juan, Puerto Rico. The Ordering Period for this acquisition will be for a Base of three (3) years and two (2) twelve-month option periods for a total of five (5) years. The contract will be a Firm-Fixed Price, Commercial Service type contract. The contract will be awarded to the offeror whose proposal conforms to the solicitation and has been evaluated as the most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors: (1) Technical Approach; (2) Past Performance; and (3) Price. Evaluation. Evaluation Factor 1 will be evaluated on a Pass/Fail basis. After evaluation of all factors, a tradeoff will be conducted between factors 2 and 3 among offerors receiving a rating of ?Pass? for factor 1. Past performance is more important than price. Award may not necessarily be made to the lowest priced offeror. The Solicitation Documents will be available on or about March 28, 2025, online at https://www.sam.gov. To be eligible for contract award, an offeror must be registered in the System for Award Management (SAM). Register via the SAM website at https://www.sam.gov as well as the Procurement Integrated Enterprise Environment (PIEE) at https://PIEE.eb.mil. The PIEE system will be utilized to submit the proposal. A NAICS Code of 562910 (Remediation Services) has been established for this solicitation. The small business size standard is $25 million in average annual receipts.
