The Onsite Training Purchases Team at the NASA Shared Services Center is requesting information from vendors for the following business opportunity:



Statement of Work



Occupational Safety and Health Administration (OSHA) has established standards for emergency responders that require continuous education and training. It is crucial that the first responders are kept informed with current practices, safety measures, and response techniques to effectively manage emergencies.



NASA’s Glenn Research Center (Glenn) in Cleveland is seeking a qualified vendor to deliver a comprehensive instructor-led-training for workers who are HAZWOPER certified to update their knowledge on hazardous waste operations and emergency response procedures.



Background



According to OSHA standard 29 CFR Part 1910.120, HAZWOPER training is required for any workers who perform cleanup, emergency response, or corrective actions that involve the uncontrolled release of hazardous standards. Workers who have met their initial HAZWOPER training requirement must take an 8-hour HAZWOPER refresher course each year to refresh their safety knowledge. The refresher course shall meet the annual training requirement for hazardous waste operations and emergency response workers.



Objectives



8-hour HAZWOPER training topics will include:




  1. Hazard identification and classification: Recognizing different types of hazardous materials, including their physical and health hazards.

  2. Hazard communication: Understanding safety data sheets (SDS) and proper labeling of hazardous materials.

  3. Personal protective equipment (PPE): Selecting and using appropriate PPE based on the hazards present.

  4. Site safety planning: Identifying potential hazards on a worksite and developing safety procedures.

  5. Emergency response procedures: Knowing what to do in case of a hazardous materials spill or release, including initial response actions and evacuation procedures.

  6. Decontamination procedures: Understanding proper decontamination techniques for workers potentially exposed to hazardous materials.

  7. Respiratory protection: Basic principles of respirator use and selection, if applicable.

  8. Basic toxicology: Understanding the health effects of exposure to hazardous substances.

  9. Regulatory compliance: Awareness of relevant OSHA HAZWOPER regulations.



Scope of Work



The 8-hour HAZWOPER training course should cover the basic awareness of hazardous materials, including hazard recognition, basic control measures, emergency response procedures, site safety planning, personal protective equipment (PPE) selection, and decontamination procedures, primarily focusing on workers with minimal exposure to hazardous substances or those needing a general understanding of potential hazards they might encounter on the job.



The course will be delivered in-person at Glenn for no more than 20 learners.



Deliverables




  1. Vendor will deliver course syllabus 2 weeks before training start date.

  2. Vendor will deliver course materials before training start date.

  3. Vendor will deliver a list of training tools 4 weeks before training start date.

  4. Vendor will deliver a list of instructors 2 weeks before training start date.

  5. Vendor will use only course materials that are Section 508 compliant.

  6. Vendor will deliver course between May 19, 2025, and May 30, 2025.



Government-Furnished Property




  1. NASA will provide training facility.

  2. NASA will provide access badge for instructor.



Instructor Requirements




  1. Citizenship: U.S. citizen or permanent resident

  2. Qualified trainer: Completed a recognized “train-the-trainer” program or possess the necessary academic credentials and instructional experience to effectively teach the subject matter related to hazardous waste operations and emergency response (HAZWOPER) training.



Additional Requirement



Beyond technical knowledge and ability to deliver the course content accurately and thoroughly, the trainer should possess effective teaching skills to deliver the course material clearly and engage learners.



Target Audience



20 HAZWOPER-certified emergency response personnel.



Place of Performance



The in-person training will be held at NASA Glenn Research Center.

May 19, 2025, through May 30, 2025



The course must be taught anytime between Monday, May 19, 2025, and Friday, May 30, 2025, excluding Monday, May 23, 2025.

Responses should be submitted no later than 9:00 am Central Daylight Time on Thursday, March 13, 2025.

This RFI is issued solely for information or planning purposes and does not constitute a request for proposal (RFP). The information provided in the RFI is subject to change and is not binding on the government. NASA has not made a commitment to purchase any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become government property and will not be returned.

Next Steps



The Onsite Training Purchases Team will gather all responses received and submit only those responses that meet the criteria to our customer at Glenn. Our customer will provide responses to the program manager for review. The program manager will review and select the response which offers the best value to NASA. Our customer will submit the selected offer to the Onsite Training Purchases Team. The Onsite Training Purchases Team will prepare the award package and send to a purchasing agent for review and approval. The purchasing agent will issue a Notice of Award to the selected vendor. The vendor can communicate with our customer at Glenn after receiving the notice. The Onsite Training Purchases Team will publish a copy of the notice at sam.gov.
