Project Description: Hillsborough County intends to recommend the award of a sole source procurement to DLX Enterprises LLC, d/b/a Deployed Logix (DLX), for the one-time purchase of ASAP shelter tents at an estimated cost of $80,670.12. The ASAP shelter tent line is patented and features a modular design that allows multiple units to interconnect, creating a sealed base camp specifically tailored for Urban Search and Rescue (USAR) teams deployed by the Federal Emergency Management Agency (FEMA) in challenging environments. This interconnectivity is enabled by specialized connectors that are unique to and patented by the ASAP brand. The County currently maintains an inventory of ASAP shelter tents within its USAR cache, along with heating, ventilation, and air conditioning (HVAC) systems designed specifically for these shelters to ensure proper airflow and temperature control. Additionally, integrated power systems are in place to provide a reliable energy supply. Procuring additional tents from DLX ensures full compatibility with existing equipment and maintains operational efficiency for USAR deployments. This procurement is being made in accordance with Section 3-205(2)(b)(f) of the County’s Procurement Policy as DLX is the sole authorized vendor for the ASAP shelter tents, which are required to maintain interchangeability with existing integrated system and is only reasonably available from DLX. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified propriety goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
