Title: Russell Gulch Landfill Stage 3B Expansion
Addenda: 5
Release Date: 12/9/2025
Due Date: 3/2/2026
Gila County seeks proposals from licensed, qualified contractors for construction of a new landfill cell at the Russell Gulch Landfill.
The Gila County Russell Gulch Landfill (the "Facility"), located approximately one (1) mile west of Globe, Arizona, is an 88-acre site that provides municipal waste disposal services to the communities and County residences in Gila County. This construction project will allow this active landfill to continue to provide these services. The construction of the additional landfill cell (3B) and surface impoundment construction also involves removal of a large steel-framed storage structure and site improvements to make room for the new cell in addition to required earthwork and installation of a geosynthetic liner system. Landfill operations shall continue throughout the duration of the project.
Location. The Russell Gulch Landfill is located at 5891 East Hope Lane, Globe, Arizona 85501.
The County is seeking the timely construction and opening of a new landfill cell. The sequencing of Parts A and B is to be developed based on this direction.
Part A. Removal of the steel-framed storage structure. The metal storage structure and associated site improvements must be removed as part of this project. As part of this submittal, the County is seeking options for the removal of the building including demolition and disposal of the structure as well as the potential salvaging and bundling of the red steel for reuse. See Scope of Work - Part A for Project Scope.
Part B. Construction services for the Cell 3B expansion while minimizing environmental impact, complying with all applicable safety regulations, and ensuring timely project completion. See Scope of Work - Part B for Project Scope. See also Attachments: Construction Plans for Cell 3B (Revised January 2026), Construction Quality Assurance Plan (Revised January 2026), and Technical Specifications (Revised January 2026).
