Description

The U.S. Army Corps of Engineers (USACE), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Kelleher, Helmrich & Associates, Inc. (d/b/a KHA Online-SDS) upon the basis of the authority provided at FAR 13.106-1(b)(1).



The requirement is for a cloud-based Safety Data Sheet (SDS) database where CRREL users can assign and manage chemical products to a customizable, multi-level location structure and utilize on-demand container-level chemical management, tracking, mapping, and reporting tools to help maintain a complete and accurate picture of the chemical hazards.



Kelleher, Helmrich & Associates, Inc. (KHA) has provided this service for the past eight (8) years under contracts W913E5-17-P-0020 and W913E520P0028. Under these contracts, CRREL employees have uploaded safety data sheets (SDS) and organized the SDS files to be of maximum utility to the Principal Investigators concerned – totaling several hundred man-hours over several years. This process would have to be repeated if a new contractor was selected for the current requirement. Thus, awarding to a contractor other than KHA would result in redundant and excessive administrative burden and expenses for the Government. As such, this requirement will be sole sourced to small business concern, Kelleher, Helmrich, and Associates, Inc., in accordance with FAR 13.106-1(b)(1).



The associated North American Industry Classification System (NAICS) code is 518210, which has a size standard of $40 million.



This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
