Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total. If a bank cashier’s check is used, it must be delivered to the Owner’s address prior to the Bid opening and must be enclosed in an opaque envelope with the project title and the name and address of Bidder.
The scope of work associated with the Paving Projects includes, but is not limited to, profile milling, placement of scratch courses, placement of wearing courses, and reapplication of pavement markings along Heffelfinger Road and Morrissey Drive. For the Paving Projects contract, bidders are advised that prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry shall apply, and that minimum salaries and wages as set forth in the Contract Documents shall be paid on the project.
The scope of work associated with the Oil & Chip Projects includes, but is not limited to, application of a bituminous seal coat (i.e., oil & chip) and includes reapplication of pavement markings along Emma Road and Halfway Drive. Oil & Chip work is classified as maintenance and, therefore, does not require prevailing wage rates.
