Z2AZ--Project Name: Atrium Skylight Panel Replacement; Project Number: 317VB3259/28; Station Location: St. Petersburg, Florida, VARO; Project Location: Building 46

The St. Petersburg, Florida, Veterans Affairs Regional Office (VARO) in accordance with the Veterans Benefits Administration (VBA) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services that will satisfy the following project objectives:

• Remove and replace the exterior translucent panels as well as the polycarbonate battens in the existing polygon skylight system that will remain;

• Establish that the exterior translucent panels will be sixty (60) feet in length on one (1) run for the existing one hundred one (101) feet by one hundred one (101) feet polygon skylight system;

• Ensure the preceding construction-related material replacements are compatible with the existing polygon skylight system (see attached images); and

• Affirm that the preceding construction-related material replacements will withstand a Category 4 hurricane consisting of winds between one hundred thirty-one (131) miles per hour to one hundred fifty-five (155) miles per hour.

The North American Industry Classification System (NAICS) Code is 238160 [Roofing Contractors] and the small business size standard is $19 million. Any interested Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or Small Business (SB) are strongly encouraged to indicate interest for this project, in writing, no later than November 12, 2024 by 3:00 pm EST.

Interested SDVOSBs, VOSBs, and SBs should submit the following five (5) components on or before November 12, 2024 by 3:00 pm EST to the Contracting Officer at Dirk.Kelley@va.gov.

(1) Statement of Intent that a Bid will be submitted to the potential future Solicitation for this project, which said Statement of Intent shall include the company’s System for Award Management Unique Entity Identifier (SAM UEI) Number;

(2) Verification through the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) as a SDVOSB or VOSB under the NAICS Code of 238160, if applicable;

(3) Verification through VETS-4212 for SDVOSBs or VOSBs that the current reporting requirements and confirmation of filing has been satisfied, if applicable;

(4) Statement with similar, relevant, and applicable capabilities to satisfy the project objectives identified above; and

(5) Evidence of the company’s ability to perform at least twenty-five percent (25%) of this requirement in accordance with Federal Acquisition Regulation (FAR) 52.219-14: Limitations on Subcontracting.

Please submit all five (5) components, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, or SBs.
