DESCRIPTION This is Pre-solicitation Only The Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center, Philadelphia, PA has a requirement for Project No. 642-22-107, Architecture and Engineering (A/E) Repair Roofs Buildings 1 (AT), 21 (A21/C21/S1/B21), and 31 (A31/B31), Phase 3. This project consists of but is not limited to the following: providing all the labor, materials, and equipment necessary to fully develop construction drawings and specification documents for the roof removal and replacement at Buildings 1 (AT), 21 (A21/C21/S1/B21), and 31 (A31/B31), Phase 3 per the specifications laid out in this SOW. The place of performance is the Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center, Philadelphia VAMC, 3900 Woodland Avenue, Philadelphia, PA 19104-4551. The magnitude of this VA A/E project is estimated to be between $250,000 and $500,000. Period of Performance will be approximately 195 calendar days after the issuance of the Notice to Proceed. All work on this project shall be accomplished between 08:00 and 16:30 Hours Eastern Time from Monday through Friday. Set-Aside Info: This solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set- Aside. The firm shall be a small business under the relevant North American Industrial Classification Standard (NAICS) code and must be registered and current on the following websites: the U.S. General Services Administration System for Award Management (SAM.GOV) website at https://sam.gov and the U.S. Small Business Administration Veteran Small Business Certification (VetCert) website at https://veterans.certify.sba.gov/. Offerors shall ensure registrations on these websites are not expired and are correct, current, and valid. The NAICS code for this project is 541330-Engineering Services and the small business size standard is $25.5 Million. The solicitation documents will be posted on the Federal Business Opportunities website (http://www.fbo.gov) on or about November 15th, 2024. All questions shall be accepted in writing by email to the Contract Specialist, Allan Tabliago at allan.tabliago@va.gov. The Subject Line for questions shall state 36C24425R0016--642-22-107--A/E Repair Roofs Buildings 1 (AT), 21 (A21/C21/S1/B21), and 31 (A31/B31), Phase 3--Questions . Responses to all inquiries/questions will be returned via email to those offerors solicited giving due regard to the proper protection of proprietary information. Offerors shall be responsible for monitoring their email for the agency s responses. No information concerning this solicitation shall be provided in response to telephone calls. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center personnel outside of the Procurement Department regarding this requirement, as they are not authorized to discuss this matter related to this procurement action. If such contact occurs and is found to be prejudicial to competing offerors, the offeror making such contact may be excluded from award consideration. This procurement is subject to the availability of funds.
