  1. Background



INL Ecuador intends to issue a Market Research and Request for Information (MR&RFI) to support the strengthening of judicial security systems and institutional protection capabilities in Ecuador. The initiative seeks to enhance the operational effectiveness of the Judicial Council and the Ecuadorian National Police through the development and implementation of standardized operating procedures (SOPs), risk management methodologies, institutional coordination mechanisms, and workforce development programs.



This MR&RFI specifically seeks to identify technical, operational, and institutional approaches to support sustainable judicial security capabilities aligned with international standards and Ecuadorian legal frameworks



2. Goal and Objectives



2.1 Goal



The purpose of this Market Research and Request for Information (MR&RFI) is to identify technical, operational, and institutional approaches to support the strengthening of judicial security systems and institutional protection capabilities in Ecuador.



2.2 Objectives



2.2.1 Identify technical security solutions for the development and implementation of standardized operating procedures (SOPs), risk management systems, and institutional coordination mechanisms.



2.2.2 Identify workforce development and training approaches to strengthen operational readiness and institutional capacity among judicial security personnel.



2.2.3 Identify monitoring and evaluation methodologies to support compliance, accountability, and continuous improvement processes.



2.2.4 Ensure proposed approaches align with Ecuadorian legal frameworks, international standards, and institutional security requirements.



3. Response Instruction



Interested vendors capable of meeting the requirements described in this MR&RFI are invited to submit responses describing their technical experience, implementation approach, and capabilities related to judicial security, risk management, institutional strengthening, and workforce development. Responses may also include recommendations and alternative solutions aligned with international standards and Ecuadorian legal frameworks, including but not limited to the information indicated in Annex A – Reference Technical Information required.

3.2 Submission Format

  • Please include a referential quotation with a price per service item.

  • Responses must not exceed 40 pages.

Submissions must be received no later than 02:00 PM U.S. Eastern Daylight Time (EDT) on May 29, 2026.



Late submissions may be reviewed at INL’s discretion; however, no guarantee is made regarding their consideration.



3.5 Additional Information




  • Potential vendors are responsible for all costs associated with preparing and submitting a response.

  • Unsolicited proposals submitted in response to this MR&RFI will not be considered.

5. Special Note



This Market Research and Request for Information (MR&RFI) is issued solely for market research and planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It is not a Request for Proposal (RFP), Request for Quotation (RFQ), or solicitation, and it does not obligate the Government to issue solicitation or award a contract.



The Government does not intend to award a contract based on responses to this RFI, nor will it pay for the preparation or use of any information submitted. All information received will be used strictly for planning and market research purposes.



Important Notice to Respondents:




  • Requirements are subject to change: All requirements, specifications, and technical information discussed in this RFI are preliminary and subject to modification. The Government reserves the right to alter, add, or delete requirements in any subsequent solicitation.

  • No evaluation commitment: Any technical information, methodologies, or approaches shared in response to this RFI will not be considered or evaluated as part of any future competitive procurement process. Respondents will have the opportunity to submit formal proposals if a solicitation is issued.

6.2 Implementation Approach



6.2.1 Describe your proposed technical methodology and implementation approach.



6.2.2 Describe your experience supporting institutional coordination and operational security processes.



6.2.3 Describe approaches for identifying, assessing, and managing threats affecting justice sector personnel and infrastructure.



6.3 Monitoring and Evaluation



6.3.1 Describe proposed monitoring and evaluation methodologies and performance measurement approaches.



6.3.2 Describe processes for compliance evaluations, corrective actions, and continuous improvement mechanisms.



6.4. Workforce Development and Training



6.4.1. Describe training and workforce development capabilities related to judicial security and institutional protection.



6.4.2. Describe approaches for curriculum development, simulation exercises, and personnel capacity building.



6.4.3.Describe experience conducting training needs assessments and specialized training programs.



6.5. Institutional Coordination and Information Sharing



6.5.1 Describe approaches to support interagency coordination and information-sharing processes.



6.5.2 Describe methodologies for risk classification, protection planning, and centralized information management.



6.6. Compliance & Regulatory Requirements



6.6.1 Describe how proposed approaches align with Ecuadorian legal frameworks and international standards.



6.6.2 Describe relevant certifications, compliance standards, or institutional qualifications applicable to the proposed services.



Annex A – Reference Technical Information required



Interested companies must demonstrate proven technical experience in judicial security, law enforcement, or security sector reform, particularly in the development of standard operating procedures, risk management systems, and institutional capacity building. Proposals shall include technical methodology and a work plan outlining the approach, tools, and timeline for project implementation. Bidders are required to present a monitoring and evaluation approach aligned with expected results, a detailed financial proposal with cost breakdowns linked to deliverables, and a realistic implementation timeline.



Proposals should outline support to the Judicial Council and the Ecuadorian National Police in strengthening judicial security systems through the development, adoption, and implementation of standardized policies and procedures (SOPs). Proposals should include the design and delivery of training programs, as well as the implementation of periodic compliance evaluations to ensure adherence to established procedures. In addition, the offeror will design a monitoring and evaluation framework, train relevant personnel in its application, and support regular reviews and corrective actions to address identified security gaps.



Proposals should demonstrate the offerors’ capacity to strengthen structured processes for identifying, assessing, and managing threats to justice officials. This includes supporting the establishment of a centralized system to collect and share risk information across institutions, developing protocols for information exchange, and designing risk assessment methodologies, classification criteria, and protection planning tools. The proposal is to build institutional capacity through targeted training, enabling personnel to apply risk-based approaches and adjust protection measures as threats evolve. Furthermore, the proposal should include a comprehensive workforce development component, encompassing training needs assessments, curriculum design, personnel vetting processes, delivery of training and simulation exercises, and the establishment of certification and evaluation systems to ensure that judicial security personnel possess the required knowledge and skills.
