This is a notice of the intent, not a request for quotes.
Pursuant to the Revolutionary FAR Overhaul (RFO) and General Services Acquisition Regulations (GSAR) posting requirements, The Department of Veterans Affairs (DVA) on behalf of Veterans Integrated Services Network (VISN) 02 Upstate Medical Centers intends to award a Firm Fixed Price (FFP) sole source bridge award to Siemens Healthcare Diagnostics, Inc.

The Department of Veterans Affairs (DVA), VISN 02 upstate medical centers require a bridge contract to ensure the continuity of chemistry and immunochemistry FSC Group 66 Cost-Per-Reportable-Result (CPRR) testing that are essential to patient care.

The aforementioned contractor is currently performing under contract number 36C24226A0008 with the period of performance concluding on September 30, 2026. The anticipated period of performance for the bridge award is six (6) months, October 1, 2026, through March 31, 2027. This action will also provide one option period for six (6) months. The anticipated bridge award will be made under the authority of General Services Acquisition Regulations (GSAR) Subpart 538.7104-3.

This bridge will provide the Department of Veterans Affairs (DVA) with additional time to competitively award a long-term CPRR Blanket Purchase Award (BPA), have analyzers installed and validated, and phase out the current equipment. This requirement has been submitted to be re-competed under GSAR Part 538.71 procedures; solicitation 36C24226Q0534 has been posted to GSA eBuy for qualified Federal Supply Class (FSC) 66, Group 605-1A Vendors capable of fulfilling this requirement in total. A competitive acquisition is anticipated to be awarded by September 30, 2026, allowing the awardee the required six (6) months for installation, testing and validation.

This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than July 25, 2026, 10:00 AM Eastern Standard Time (EST). Responses to be submitted to Lindsay Goldsmith, Contracting Officer at lindsay.goldsmith@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
