NOTICE TO BIDDERS

Sealed Bids for the above referenced Bid Number and Title will be received until 3:00 PM on October 23, 2024 at the Rockland County Purchasing Department, 50 Sanatorium Road, Bldg. A, 6 th Floor, Pomona, NY 10970, at which time they will be publicly opened and read.

IMPORTANT NOTICE - Bid Distribution:

The County of Rockland officially distributes Bidding Documents through the Empire State Purchasing Group's Bid Notification System. Description of Work: This project is for the construction of an ADA compliant environmental connection walking path between the Demarest Kill and Dutch Garden Park. The walking path is a six to eight feet wide path that will follow the boundary perimeter of the Demarest Kill stream. The entire connection will be constructed on County property. A picnic area behind the County Office Building south end parking lot shall be included in this project. The path will connect to the Dutch Garden Park by crossing over the Demarest Kill stream by an existing twenty-five-year-old pedestrian wooden bridge. The bridge is to be replaced and as part of this project. This is a Wick’s Law Project. If awarded, this contract will be fully or partially funded with Federal Assistance provided to the County of Rockland by the US Department of Treasury under the American Rescue Plan Act (“ARPA Funds”), Section 602(b) and 603(b) of the Social Security Act, Pub. L. No. 117-2 (March 11, 2021) and is subject to certain requirements including 2 CFR Part 200 , Uniform Administrative Requirements , Cost Principles and Audit Requirements for Federal Awards . Applicable Federal requirements take precedence over State and local requirements unless State and local requirements are deemed to be more stringent.

Bids are being solicited for and separate contract(s) will be issued in accordance with the Wicks Law for the following trades:

The total Contract Time from the issuance of the Notice to Proceed until the total closeout of the project shall be 240 calendar days. The Contract Time to perform the construction work shall be 210 calendar days from the issuance of the Notice to Proceed to Substantial Completion.

The Bid security or deposit required to accompany this Bid is Ten Percent (10%) of the total Bid price in the form of a Certified Check or Bid Bond. Payee to be: Commissioner of Finance, County of Rockland, 50 Sanatorium Road, Building A, 8 th Floor, Pomona, New York 10970.

Bid bonds/Bid checks will be returned after award of the contract to the successful Bidder or the rejection of all Bids.

Pre-Bid Meeting: A Pre-Bid Meeting will be held on October 9, 2024 at 10:00 A.M ., at the Facilities Management Conference Room, 2 nd Floor Building A, at the Dr Robert L Yeager Health Center, Pomona NY 10970.

The County reserves the right to waive any irregularity in Bidding deemed in its sole discretion to be non-substantive or technical in nature, and to reject any or all Bids and to accept any Bid or Bids as submitted, or as modified, which in the opinion of the County will be in the best interest of the County of Rockland.
