Notice Inviting Statements of Information
Monterey-Salinas Transit District (MST) is soliciting statements of information from qualified
firms for the removal of in-ground vehicle lifts and concrete slab restoration, as described in
more detail in the scope of work herein. The location for this project is MST’s CJW Operations
and Maintenance Facility located at 443 Victor Way in Salinas, CA 93907. Work shall include
full demolition, proper disposal of all components, engineered backfill, and concrete slab
restoration to support future use with mobile lifting equipment.
Please note that the sole purpose of this solicitation is for MST to gather information for this
project. This does not commit MST to enter into a contract, nor will a contract will not be
awarded as a result of this solicitation. MST may issue a subsequent Invitation for Bids in the
future to complete the work described herein. At that time, the Invitation for Bids may be made
public and may also be sent to firms that submitted statements of information in response to this
solicitation.

History and Overview of MST
Monterey-Salinas Transit District (MST) was created by state law AB644 and formed July 1,
2010. MST succeeds Monterey-Salinas Transit Joint Powers Agency formed in 1981 when
the City of Salinas joined the Monterey Peninsula Transit Joint Powers Agency which was
formed in 1972.
Current members of MST are the Cities of Carmel, Del Rey Oaks, Gonzales, Greenfield,
King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside, Soledad, and the
County of Monterey. A board of directors with a representative from each member
jurisdiction governs the agency and appoints the General Manager.
MST serves a 159 square-mile area of Monterey County, Northern San Luis Obispo County,
and Southern Santa Cruz County. MST’s 36 routes serve an estimated 437,325 population
within the County of Monterey.

SOLICITATION TIMELINE
All submissions must be received by MST NO LATER THAN 2:00 P.M. on Thursday, June
18, 2026. MST will deem a submission as non-responsive and will not accept a submission past
this time. Statements of information must be submitted through Monterey-Salinas Transit’s
Bonfire eProcurement portal. If you are not already registered, please do so at
www.mst.org/procurement and select “Become a Vendor.”
If you have any questions regarding this solicitation, please submit them via MST’s Bonfire Portal
no later than 12:00 P.M. on Monday, June 8, 2026. An addendum to this RFI will be issued
answering any questions received by the deadline.
SITE VISIT
A non-mandatory, but strongly encouraged site visit will be held on Thursday, June 4, 2026
beginning at 10:30 A.M. at 443 Victor Way, Salinas, CA 93907. If you plan on attending the site
visit, please RSVP to sbruno@mst.org by 12:00 P.M. on Wednesday, June 3, 2026.
SCOPE OF WORK
I. Permits and Compliance.
a. Obtain all required permits and coordinate inspections.
b. Comply with all applicable federal, state, and local regulations, including OSHA
and environmental requirements.
c. Coordinate with facility personnel to minimize operational disruptions.
II. Pre-Demolition Activities.
a. Perform site verification and field measurements.
b. Identify, isolate, and secure all utilities associated with the lifts.
c. Drain, contain, and properly dispose of all hydraulic fluids and regulated
materials.
d. Submit a site-specific safety plan prior to mobilization.
III. Demolition and Removal.
a. Saw-cut and remove concrete as required to access lift systems.
b. Remove and dispose of:
i. Lift cylinders and casings; and
ii. Hydraulic lines, fittings, and associated components.
c. Haul off and dispose of all debris at approved facilities.
d. Ensure complete removal of underground components with no voids remaining.
IV. Concrete Slab Restoration.
a. Install formwork and reinforcement to match existing slab conditions.
b. Place concrete to:
i. Match existing slab thickness and strength (minimum 4,000 PSI unless
otherwise specified);
ii. Match existing finish, slope, and elevation; and
iii. Provide a level surface suitable to support new mobile lifts.
c. Finished slab shall meet industry flatness and levelness tolerances (FF/FL or as
required by equipment manufacturer).
d. Saw-cut and align control joints with existing slab layout.
e. Cure concrete in accordance with industry standards.
f. Apply concrete sealer to all new concrete surfaces after curing is complete. Sealer
shall be commercial/industrial grade and suitable for heavy-duty vehicle
maintenance shop environments.
V. Site Restoration and Cleanup.
a. Restore all work areas to original or better condition.
b. Remove all construction debris, materials, and equipment.
c. Leave site clean, safe, and operational.
VI. Quality Assurance.
a. All work shall be performed by qualified personnel experienced in in-ground lift
removal.
b. Contractor shall ensure proper compaction and slab performance to prevent
settlement or cracking.
c. Provide a minimum one (1) year workmanship warranty.
VII. Safety Requirements.
a. Maintain a safe work environment at all times.
b. Provide barricades, signage, and protection around open excavations.
c. Coordinate with facility staff for safe movement of personnel and vehicles.
VIII. Project Schedule.
a. Submit a detailed project schedule prior to mobilization.
b. Coordinate sequencing of work to minimize disruption to facility operations.
c. Contractor shall provide an estimated project duration and completion timeline as
part of the proposal submission, including anticipated start date, major project
milestones, and substantial completion date. Contractor shall also identify any
long lead items or schedule impacts that may affect project completion.
IX. Deliverables.
a. Copies of permits and inspection approvals.
b. Disposal manifests for regulated materials.
c. Compaction test results (if required).
d. Project closeout documentation.
X. Exclusions.
a. Unless otherwise noted, this proposal excludes:
i. Hazardous material remediation beyond standard hydraulic fluid disposal;
ii. Structural upgrades beyond limits of lift removal areas; and
iii. Unforeseen subsurface conditions.

SUBMITTAL REQUIREMENTS
Interested construction companies/firms must submit Statement of Information. The Statement
of Information shall include:
• Construction company name, address, email address, and phone number.
• Contractor’s license number.
• Department of Industrial Relations (DIR) registration number.
• Years in business.
• Estimated project duration and completion timeline, including major project milestones,
and substantial completion date. Contractor shall also identify any long lead items or
schedule impacts that may affect project completion.
• Information on the type of license needed to perform the work described herein.
RIGHTS OF MST
This RFI does not commit MST to enter into a Contract, nor does it obligate MST to pay for any
costs incurred in preparation and submission of proposals or in anticipation of a contract.
MST may investigate the qualifications of any firm under submitting a statement of information,
require confirmation of information furnished by the firm, and require additional evidence of
qualifications.
MST reserves the right to:
1. Cancel this solicitation at any time for any reason at MST’s sole discretion.
2. Issue subsequent Invitation for Bids.
3. Postpone opening for its own convenience.
