  • Summary:1.1.        The purpose of this Request for Proposal is to establish a contract(s) through competitive negotiation for Alcohol and Drug Testing and Medical Review Officer Management Services for Fairfax County Government (FCG) and Fairfax County Public Schools (FCPS).

    The County is seeking proposals from licensed and qualified firms to provide the following services:
    1.        Alcohol and Drug Testing:
    a.        Ensure FCG and FCPS employees comply with DOT/FHWA alcohol and drug testing regulations (49 CFR Part 40 and Part 382), including CDL holders.
    b.        Conduct alcohol and drug testing for FCG and FCPS employees when there is reasonable suspicion of impairment.
    c.        Administer regular and random alcohol and drug testing for FCG employees.
    d.        Perform driver record checks for FCG and FCPS employees in states other than Virginia.

    2.        Medical Review Officer Management:
    a.        Designing and managing the random drug and alcohol testing program in compliance with all federal, state, local, and County requirements. This includes coordinating services (collection, lab analysis, and medical review), maintaining chain of custody, producing reports, invoicing, and addressing performance issues at collection sites, labs, and with MROs.
