The City of Oak Harbor on Whidbey Island in Island County, Washington, seeks proposals from qualified firms to conduct a feasibility study for a regional recreation center. The study will include a needs assessment of the local community, analysis of site options, and a financial analysis identifying projected revenues from user fees, construction cost estimates, operating and other related costs, and strategies for the City to fund construction and ongoing expenses as outlined in the Project Scope.
