1. INTRODUCTION
The Borough is requesting proposals from qualified contractors for solid waste collection
services in the Kodiak Island Borough and City Road System.
A. Registration required. All Proposers must register prior to submitting proposals.
Proposals from unregistered proposers will not be accepted.
B. For questions and clarifications regarding this Request for Proposals, contact Projects
Office, Kodiak Island Borough, 710 Mill Bay Road, Kodiak, Alaska 99615, telephone
907-486-9341 or email EFprojects@kodiakak.us until the question deadline stated
herein. Individual responses will be provided, and all questions and responses will be
released as an addendum.
C. Pre-Proposal Meeting: A mandatory pre-proposal meeting will be held on June 30,
2026, at 10:00am (local time), providing an opportunity for Proposers to ask questions
about the project. The meeting will be held in-person at the Kodiak Island Borough
Conference Room (121), 710 Mill Bay Road, Kodiak, AK, 99615 or via Microsoft Teams.
All interested proposers are encouraged to submit a registration form prior to pre-
proposal conference to ensure receipt of notifications. Only registered proposers will
receive a link to the Teams meeting a day prior to the pre-proposal meeting.
2. IMPORTANT DATES
The following timeline shall apply:

3. SCOPE OF WORK
A. Introduction.
The Borough desires to contract with a responsible contractor or firm to perform solid
waste collection services for the Kodiak Island Borough and City Road System.
B. Contract Type.
This contract is a Unit Price Service Contract. Unit prices shall govern all services,
regardless of the payer.
C. Background.
The Kodiak Island Borough (KIB) is initiating a Request for Proposals (RFP) for a new

solid waste collection services contract to ensure continued, reliable, and cost-effective
municipal solid waste management for our community.
The KIB is authorized under AS 29.35.210(a)(4) and Chapter 8.25 of the Kodiak Island
Borough Code to regulate municipal solid waste management to protect the public
health, safety, and welfare, and to ensure environmentally and fiscally responsible
practices. As the current contract approaches its termination date, it is necessary to
secure a new agreement that reflects the evolving community needs, regulatory
requirements, and service expectations. This includes maintaining uninterrupted
collection and disposal services, support recycling initiatives, and ensuring compliance
with performance standards and customer service protocols.
The RFP will allow the Borough to evaluate qualified service providers and select a
contractor capable of delivering high-quality, efficient, and sustainable solid waste
management services. This process ensures competitive pricing, transparency, and
alignment with the Borough's long-term waste management goals.
D. Specifications.
The Borough is seeking a qualified and experienced individual or firm to enter into an
exclusive contract to perform all services outlined in the specifications. Proposers are
required to submit a draft contract that fully incorporates and addresses every element
of the specifications contained in this solicitation as well as conforming with all
applicable Federal, State, and local laws and regulations. The contract shall further
comply with and incorporate all relevant provisions in the current Kodiak Island Borough
General Conditions Contract (Exhibit F). The selected contractor will be responsible for
delivering comprehensive Solid Waste Collection Services throughout the Kodiak Island
Borough and City Road System. These services shall include, but are not limited to the
following:
1. Term of Contract:
The proposer shall include the following language regarding the term of the contract:
The term of this contract is for an initial five (5) year period from July 1, 2027, to June
30, 2032.
The contractor's performance shall be subject to a formal review at the conclusion of
the first contract year. This review shall be conducted by the Borough Manager or
designee and shall assess the contractor's compliance with contract requirements,
service quality, responsiveness, and overall performance. The results of the first-year
performance review may be used to identify required corrective actions, confirm
continuation of services, and inform the Borough Assembly regarding the remaining
term and any future contract extensions. Notwithstanding the foregoing, and consistent
with any contract terms regarding termination for cause, the Borough reserves its right
to terminate the contract for cause at any time.
Upon satisfactory performance, the Borough may exercise the option to extend the
contract for up to two (2) additional one-year periods beyond June 30, 2032, approved
one at a time, by providing notice of the option to extend at least sixty (60) days before
expiration of the current term.
If the Borough provides a notice of extension, the Contractor shall accept or reject the

extension within thirty (30) days of the date the notice is sent by the Borough. The
parties may mutually agree to continue services after expiration of the final term on a
month-to-month basis on the same rates until a new contract can be awarded.
Following the initial five (5) year term, requests for rate increases may be entertained
by the Borough, and if acceptable, will be incorporated into any new contract extension
agreement. However, the rate increases must be formally approved by the Borough
Assembly.
2. Transition Planning:
The proposer shall submit a detailed Transition Plan as part of its proposal. The
transition plan must describe how the contractor will ensure a seamless and
uninterrupted transition from the current solid waste collection contractor to the new
contract.
The proposer should also describe a transition plan for the end of the contract term or
early termination, and outline how they will cooperate with any successor contractor to
ensure continuity of services.
3. Public Outreach and Education:
The proposer shall submit a detailed Public Outreach and Education Plan as part of its
proposal. The plan must describe how the contractor will effectively inform and educate
residents, businesses, and other stakeholders regarding solid waste services, including
collection schedules, material separation requirements, recycling guidelines, and any
program changes.
The plan should outline communication methods, ongoing outreach efforts, and
coordination with the Borough to ensure consistent and accurate public information,
particularly during service changes or program updates.
In addition, the proposer should describe how many hours they will dedicate annually
to recycling outreach and education activities. The proposer shall provide an annual
report documenting outreach efforts, participation metrics, contamination trends, and
recommendations for improving program performance. The proposer shall coordinate
such outreach efforts with the Solid Waste Advisory Board.
4. Operational Coordination and Reporting
The proposer shall describe its approach to ongoing operational coordination and
communication with the Borough and Landfill staff. This shall include regularly
scheduled monthly meetings to review service performance, address operational
issues, discuss upcoming projects or changes, and support continuous improvement of
services.
The proposer shall also describe how it will maintain consistent communication outside
of scheduled meetings to ensure timely coordination on day-to-day operations.
In addition, the proposer should anticipate participation, as appropriate, in Solid Waste
Advisory Board meetings and attendance at Assembly meetings on an as-needed basis
to support program communication, reporting, and coordination.
The proposal should identify key personnel involved in coordination efforts, outline the

structure and frequency of meetings, and describe any performance metrics or reporting
that will be provided to support these discussions.
5. Mandatory Subscription Enforcement:
The following is understood by the proposer:
Per Kodiak Island Borough Code (KIBC) 8.25.030 (Exhibit A), "Every owner of a
premises with any type of zoning in the collection service area that is serviced through
an electrical meter, except uninhabitable buildings that obtain a waiver, shall subscribe
and pay for solid waste services provided by the Borough's Contracted Waste Hauler."
The proposer shall propose a contract that includes providing services only to compliant
subscribers and shall not knowingly provide service outside the mandatory subscription
framework. The Borough retains sole authority for issuing waivers, exemptions,
citations, and code enforcement actions related to mandatory subscription compliance.
6. Observation and Reporting of Non-Compliance
The proposed contract shall require that, in the normal course of providing services, the
contractor shall observe and report apparent non-compliance with the Borough Code
service and mandatory subscription requirements, including any premises generating
solid waste without a valid subscription or waiver. The contractor shall notify subscribers
of observed service-related non-compliance and shall provide a copy of such notice to
the Borough at the time of issuance or through required monthly reporting. The
contractor's role is limited to observing and reporting suspected non-compliance to
subscribers and designated Borough staff in a Borough-approved format.
The contract shall also require that the contractor be responsible for addressing
subscriber non-compliance with the contract service requirements, including service
level adherence, container use, and payment-related service issues, in accordance with
the terms of the subscriber agreement. The contractor shall make reasonable efforts to
resolve such non-compliance directly with the subscriber in a timely manner. If the
contractor is unable to resolve the issue, or if the issue involves potential violations of
Borough Code or requirements beyond the contractor's authority, the contractor shall
promptly notify the Borough and provide relevant documentation for further review and
action.
7. Disposal Fee Responsibilities
The proposer shall provide a contract that clearly states the Borough's contracted waste
hauler shall be responsible for paying all disposal fees associated with solid waste
delivered to the Borough landfill by the contractor, in accordance with the Borough Fee
Schedule. If the Borough Assembly amends and approves changes to the Borough Fee
Schedule during the contract term, the contractor shall be required to pay the updated
disposal rates upon adoption, with entitlement to additional compensation except as
may be expressly authorized under the contract's approved rate adjustment provisions.
8. Regularly Scheduled Collection and Subscription Services
The proposer shall provide a contract that clearly outlines regularly scheduled solid
waste collection services and customer subscription costs for residential, multipurpose,
and commercial premises within the collection area. Collection services shall be
provided by automated or semi-automated collection methods, as appropriate, and shall
identify service frequencies, container types, and applicable subscription rates for each

customer class. All rates and service descriptions shall be presented in a clear
transparent manner and shall comply with the unit price and all-inclusive pricing
requirements of this RFP.
9. Services Required:
The collection services shall provide at a minimum:
A. Container service options for residential, multipurpose, and commercial
customers, i.e. self-haul, refuse carts, front-load dumpsters, roll-off containers,
and compactors.
B. Provide an option for seniors or disabled customers who will need front door
services.
C. Provide public access residential roll-offs used for self-haul services that shall
be tipped at regular intervals.
D. Commercial customers are permitted to supply their own containers as an
alternative to incurring container rental fees.
E. Provide sole-purpose dumpster service options for construction contractors, that
will separate waste streams to be delivered to the Borough Landfill.
F. Emergency collection services during natural disasters or other emergencies.
The contractor shall be able to mobilize within 24 hours of the Borough request
unless unsafe conditions exist.
