AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with only one source, Spectro Scientific Inc. (CAGE Code 1BL81), to meet the Government’s requirement for a quantity of one, brand name only (BNO) Spectro Scientific LaserNet 210 Laboratory Automated Particle Analyzer Laser, part number 800-00122, inclusive of the LaserNet 210 optical particle counter, software, user manual, connection cables and power cord, as well as the LaserNet 210 and 220 Standard Accessories with 115V Ultrasonic Cleaner, part number SA1023, as outlined in Attachment 1 – Automated Particle Analyzer Laser Specifications, using the authority found at FAR 13.106-1(b)(1)(i), which states “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one reasonably available”, utilizing Simplified Acquisition Procedures, 41 U.S.C 1901. See the attached Brand Name Justification for further details.
This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 1:00 PM CST, 6 November 2024. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
