4. Purpose
FHI 360 is conducting market research to identify vendors with the capability to deliver a unified talent intelligence
platform supporting our full talent ecosystem. Specifically, we seek to:
* Assess the market landscape and identify platforms aligned with our requirements;
* Refine our requirements and evaluation criteria before RFP issuance;
* Establish an indicative cost baseline to support a formal budget request to FHI 360 leadership;
* Determine which vendors will be invited to respond to a formal RFP anticipated for mid-August 2026;
* Inform a build vs. buy analysis.
Participation in this RFI is voluntary. Responses will be used for internal planning purposes only.
5. Background and Business Need
FHI 360's talent ecosystem spans multiple populations that today sit across disconnected systems with
inconsistent data quality - limiting our ability to identify and rapidly deploy talent against project needs. We require
a single, searchable talent intelligence hub enabling our Business Development (BD), Proposals, Talent
Acquisition (TA), and Procurement teams to search across all talent populations simultaneously, with appropriate
access controls by user role.

Primary Use Cases
* BD and Proposals teams search for global qualified staff and consultants across all populations in a single
query to support proposal submissions.
* TA and Procurement rapidly identify and re-engage alumni, consultants, and vendor bench individuals to
reduce time-to-deploy.
* People and Culture (P&C) surfaces high-performing employees approaching project end dates for internal
matching, reducing regrettable turnover.
* Procurement searches and manages profiles of named individuals within approved vendor organizations.
* TA and Procurement reach out to subsets of relevant candidates (alumni, consultants, etc.) to confirm
ongoing interest and availability and update rates, etc.
* TA works with BD and project teams to identify skills associated with forecasted business and then
sources a pipeline. When there are not sufficient skills within the talent intelligence ecosystem, TA will
source prospects from LinkedIn who will then be invited to join FHI 360's talent ecosystem.
6. Current Technology Environment
A solution supporting our talent ecosystem will likely need to integrate with the systems listed below. We are
interested in your approach to integration and architecture.
System Role and Integration Requirement
Workday HCM System of record for employees. Source of historical applicant and prospect data.
Bidirectional integration will be required.
Salesforce Business development and opportunity management. BD-driven talent search should
connect to Salesforce opportunity data.
Deltek Costpoint Financial and time-keeping system; source of project staffing history and contractor data.
Enterprise Data Data aggregation and reporting layer across enterprise systems.

7. High-Level Requirements
The following requirements are provided to orient vendors and support targeted responses to Section 8. These
are working, high-level requirements that will be refined further in the RFP. Vendors are welcome to share how
their platform aligns with each area.
7.1. Talent Database
Unified, searchable database covering all six talent populations in Section 5, with consistent profile depth across
all worker types.

7.2. Talent Profile Data Fields
Profiles must support skills, CV/resume, work experience, languages, geographic specialty, availability,
education, certifications, compensation, and legal work authorization.
Field-level access controls required for sensitive data including compensation, location, and embargoed project
history.
7.3. User Experience
* Multi-faceted search across all populations for BD, Proposals, Talent Acquisition, and Procurement users,
with role-based access controls by population type.
* Self-service profile management for non-employees; automated prompts for profile updates; ability to
purge records on individual request.
* Evergreen intake channel for referrals and self-submissions which would then be validated by TA before
inclusion in system; reporting dashboard for profile completeness and talent ecosystem coverage.
* Intuitive user interface and experience across all user types and devices, with minimal training required for
adoption.
7.4. Data Privacy and Security
* SOC 2 Type II and ISO 27001 required. GDPR compliance and data residency options for FHI 360's
global operating countries.
* Consent mechanisms for non-employee profiles; SSO/SAML integration; role-based access controls.
7.5. System Integrations
* Bidirectional Workday HCM integration required (system of record).
* EDW / Power BI integration required.
* Salesforce and Deltek Costpoint integration requirements will follow in the RFP.

8. RFI Questions
Since this is early market research, we welcome brief narrative answers targeted to our high-level requirements,
existing product documentation/videos and any material that better conveys how your platform capabilities can
support our needs. Responses should stay within approximately 12 pages, excluding cover page and
attachments. Technical architecture diagrams and technology stack documentation may be submitted as
attachments and do not count toward the page limit. As possible, organize your responses by section label (A
through G) to support consistent review among vendors.
Section A: Company and Platform Overview
* Brief company overview (founding, ownership, size, financial stability) and description of your platform's
primary use case.
* Confirm which of the six populations in Section 3 your platform natively supports and provide 2 reference
deployments comparable to FHI 360 in type and scope.
* Provide 2-3 reference customers comparable to FHI 360 in organization type (nonprofit / international
NGO / U.S. Government contractor), size, and scope. Describe deployment outcomes.
Section B: Multi-Population Talent Ecosystem Capability
* Describe how your platform manages non-employee profiles (alumni, consultants, vendor bench
individuals, prospects) alongside employee profiles. Can all populations be searched simultaneously?
Section C: Technical Architecture and Integrations
* Describe your Workday integration (bidirectional data flows, certification status). Describe your approach
to Applicant Tracking System (ATS) data migration.
* Provide a high-level technology stack and architecture overview.
* If your platform uses AI: identify the models and hosting locations and confirm FHI 360 data will not be
used for model training.
Section D: Global and Multilingual Capability
* Describe multilingual support and platform performance in low-bandwidth environments.
Section E: Data Privacy and Compliance
* Describe your data privacy architecture for non-employee profiles, consent mechanisms, GDPR
compliance, and data residency options.
Section F: Implementation, Adoption, and Support
* Describe your typical implementation timeline and client resource requirements. How have you addressed
low adoption in prior deployments? Describe post-go-live support and SLA standards.
Section G: Pricing and Commercials
* Describe your pricing model (per employee per month, per user, flat license, modular, by talent population
type, or other).
* Provide an indicative price range for FHI 360's scope: ~2,700 employees plus an estimated 3,000-6,000
additional profiles across contractors, alumni, vendor bench, and prospects. Break out licensing and
implementation separately. This information is essential for us to finalize our budget request submission,
and we understand this will be a high-level estimate, not a firm quote.
* Describe any nonprofit pricing arrangements and modular or phased options.

9. Conditions
* This RFI is for market research and planning purposes only. It does not constitute a solicitation or
commitment to procure.
* FHI 360 is not obligated to issue an RFP or award a contract as a result of this RFI.
* FHI 360 will not reimburse respondents for costs incurred in preparing a response.
* Responses become the property of FHI 360 and may be used for internal planning. Proprietary information
clearly marked as such will be treated with reasonable confidentiality.
* FHI 360 may cancel, modify, or re-issue this RFI without obligation.
* FHI 360 may request product demonstrations from selected respondents as part of the RFI evaluation
process.
