Scope of Services
2.0 SCOPE OF GOODS AND/OR SERVICES AND APPLICABLE SPECIFICATIONS
This Specification establishes the minimum requirements for this solicitation, listed and described in the body of these specifications, to be used as noted, by The School Board of Osceola County, FL.
The intent of this bid is to secure firm prices and establish a term contract for Front of House Event Staffing for The Osceola County School of the Arts, which includes Concession Operators, Parking Attendants and Supervisors, Ticket Sellers, Ticket Takers, Ushers, Custodians and Supervisors at the School District’s Osceola County School of the Arts to be utilized on an as needed basis. The Bidder shall be responsible for providing skillful and commercially effective personnel. The Bidder shall provide non-exclusive staffing to members of the public before, during and after selected/scheduled events.
A. Bidder will ensure that the designated entrances and exits are used accordingly.
B. Bidder will be responsible for performing all functions, duties and activities outlined in this bid and any incidental activities required to successfully accomplish said functions and duties.
C. Bidder must manage and operate the services operations in a professional efficient manner which will be conducive to providing first-class quality service for all patrons.
2.01 SCHEDULING/STAFFING REQUIREMENTS
The Bidder will be given on a minimum, a two (2) week notice before a scheduled event as an Official Labor Request, sent via email, typically on a Friday. See Attachment “I”: Example of Official Labor Request.
As an additional courtesy, OCSA may also provide a Preliminary Schedule for a given month, sent via email, in advance of the Official Labor Request. See Attachment “H”: Example of Preliminary Schedule Email. This Preliminary Schedule is an approximation of potential staffing types needed, and an estimation of shift times only, and is offered to the vendors an advance warning of possible future events and staffing needs. As such, events, labor types, shifts and times listed on any Preliminary Schedule are not confirmed or requested to be filled until they are included on the Official Labor Request.
Any events, labor types, shifts and times listed on the Official Labor Request replace estimated details included on the Preliminary Schedule.
As an added communication tool, OCSA will also provide the Bidder with a Weekly Event Labor Confirmation, sent via email, typically on a Monday, consisting of all shifts requested for the current week, described as Monday through Sunday. See Attachment J : Example of Weekly Event Labor Confirmation. This Weekly Event Labor Confirmation may include last-minute changes made by the OCSA event client.
Bidder will respond to each of these three (3) emails received from OCSA and communicate with OCSA as follows:
• Preliminary Schedule – Bidder will respond via email, confirming receipt of Schedule.
• Official Labor Request – Bidder will respond within 1 business day, via email, confirming receipt of Request and with confirmation of the Bidder’s intent to fill the Request. If the Bidder cannot meet the requirements or entirety of the Request, they will respond accordingly so that OCSA is able to provide the Secondary Awarded Bidder with ample notice to fill the Request.
• Weekly Event Labor Confirmation – Bidder will respond via email, confirming receipt of Labor Confirmation and any changes therein.
• Following each event, Bidder should communicate, via email, any need for repairs, maintenance or questions within two (2) business days following the event, so that they can be addressed prior to subsequent events.
In order to ensure accurate information and to maintain complete written records, all correspondence between OCSA and Bidder will be via email.
All staff are required to be at their assigned post, ready to begin work, at the shift times listed on OCSA’s requested schedule (typically from one (1) hour prior to the start of the event until one-half (1/2) to one (1) hour after the event. The time frame will depend upon the job assignment.
A. Requirements:
1. Arrive on time in appropriate dress for scheduled events. (See Section 2.01 B Mandatory Uniforms below).
2. Ability and willingness to work on any assignment.
3. Be in assigned area by designated time.
4. Understand and perform duties of assignment.
5. Monitor physical surroundings in assigned area prior to and throughout event for safety,
cleanliness and functionality. Notify Event Coordinator or House Manager of any concerns.
6. Respond quickly and courteously to patrons’ needs, questions, comments or concerns with answers and/or action.
7. Understand and adhere to established policies and procedures.
8. Ability to stand for long periods, sometimes for the duration of an event.
9. Shall act in a courteous, respectable manner that reflects professional customer service.
B. Mandatory Uniforms:
1. The Bidder is responsible for providing uniforms to all Bidder’s employees. Bidder
employees should arrive in uniform at the scheduled time.
2. Ushers, Usher Supervisors, Ticket Takers, Ticket Sellers and Concession Operators should wear black dress pants, black shoes, and white long-sleeved dress shirts with collar, vest and bow tie. They should also have a flashlight (Concession Operators substitute apron for vest and do not need flashlight). Vest and bow tie should be of matching color, and all Bidder employees should have the same color as on another.
3. Parkers should wear black pants, comfortable shoes and a polo shirt in either white or the company’s colors and should have a baton-style flashlight that is intended for directing traffic both day and night. Bidder should also provide Parkers with windbreakers and/or raincoats, depending upon the weather. All uniforms are to be an appropriate size for the staff member wearing them. The shirts may have company name and/or logo.
C. Cost of Services:
1. All service pricing is based on an hourly rate per employee. This hourly billing rate includes Employee’s Pay Rate, matching FICA, Federal and State Unemployment Insurance and Worker’s Compensation Insurance. The personnel providing services under this bid will be employees of the awarded Bidder.
D. Compensation:
1. Compensation will be for a four (4) hours minimum shift per employee utilized, for each event in which the awarded Bidder’s services are required, unless the employee leaves shift early, either voluntarily for their own reasons, or are dismissed by the Bidder, Bidder Supervisor, Event Coordinator, OCSA Management or School Administration for failure to comply with Attachment A Section 24, Bidder’s Personnel. Compensation will be paid as either regular or holiday time worked, depending on the dates in question. Paid holidays shall be defined as Christmas Day, New Year’s Day and Thanksgiving Day.
2. Overtime pay (i.e., time and a half) due to the awarded Bidder’s employees for time worked in excess of 40 hours in any one week, will be the responsibility of the awarded Bidder.
3. Overtime pay (i.e., time and a half) due to the awarded Bidder’s employees for time worked in excess of 8 hours in a single day, or any other measure of standard, full work day, will be the responsibility of the awarded Bidder.
E. Sub-Contractors:
1. Sub-Contractors are not allowed to be used under this bid unless prior written approval is given by Osceola County School of the Arts Supervisor.
F. Training:
1. As the awarded Bidder shall be responsible for providing skillful and commercially effective personnel, as noted in Section 2.01, it shall be understood that all Bidder personnel are to arrive for their shift fully trained in their assigned role and ready to begin work.
2. The purpose of shift briefings by the Event Coordinator or any other supervisor is to familiarize event staff with details, duties and diagrams specific to a particular event only and should not be considered to be a substitute prior to training.
3. At commencement of the awarded Bidder’s Award Term, OCSA will provide Bidder with venue-specific documents and diagrams to assist Bidder in training their personnel prior to their assignment to shifts at OCSA.
4. Prior to the first requested shift of the awarded Bidder’s Award Term, the Bidder may submit a written request to Osceola County School of the Arts Supervisor for one (1) initial walk-through of the venue. This is a walk-through only and should not be considered to be a substitute to prior training of Bidder personnel by Bidder. It is intended for Bidder supervisors and initial event staff and it is expected that these Bidder attendees will be responsible for familiarization of Bidder’s staff hired on at later times.
G. Invoicing
1. The awarded Bidder shall be responsible for providing the School District of Osceola County with an invoice for services provided, following completion of said services.
2. Invoices are to be submitted to the Accounts Payable Department of the School District of Osceola County, at 817 Bill Beck Blvd., Kissimmee, FL 34744 or via email to accountspayable@osceolaschools.net.
3. Invoices should be submitted in a timely manner, ideally within one (1) week of completion of an event.
4. Each invoice should ideally cover a single event, but should be for a period of no greater than one week.
5. Invoices must include the School District Purchase Order number, and clear itemization of service dates, number of hours worked by each labor type and cost per hour of each labor type.
2.02 STAFFING AND PRIMARY RESPONSIBILITIES
The primary responsibilities are to include, but not limited to, those listed below.
CONCESSION OPERATORS:
• Requires individuals to have customer service skills, food preparation, and assist in preparing location and area for day to day operation. Responsible for accurate accounting and all transactions and assist with location inventory controls.
• Ability to follow rules, regulations and directions of OCSA and effectively perform the work.
• Interact with customers and clients in a pleasant and professional manner.
• Interacts with Event Coordinator, co-workers, customers, clients and building personnel.
• This position requires stooping, lifting at least 50 pounds, substantial standing, walking and twisting.
• Transport cases of soda, water and other stock.
• Works mainly with the general public, clients and OCSA.
• Basic math ability to accurately count and handle money.
• Will be issued a cash bag. Must count and verify starting cash bag/drawer in presence of Event Coordinator and completely fill out Concessions Report at start of shift.
• Positive attitude, neat appearance, provide great customer service and strong work ethic.
• Strong communications skills and must speak and understand English fluently.
• Operated the concession areas while providing the highest quality customer service and satisfaction to both guests and staff.
• Take orders and assist in other Food & Beverage roles.
• Restock products from storage areas to Concessions stand throughout day as needed and at end of day.
• End of day clean-up.
• Operate point of sales terminal, greet guests, assemble food orders and make accurate change.
• Handle cash, credit cards and balance out.
• Keep both concession position and surrounding areas clean.
• Adhere to Health Department rules for Food Safety.
• Previous concessions or food cashier experience or experience with retail cash register software.
• All product that is damaged, out of date, or discarded at end of shift must be recorded on Concessions Report.
• Any supplies or product that are needed should be recorded on Concessions Report.
• Must count and verify ending cash bag/drawer in presence of Event Coordinator and completely fill out Concessions Report at end of shift. Will turn over cash bag to Event Coordinator upon completion.
• At end of shift, log out and power down all computers and equipment. Store all concessions equipment and turn out lights.
• Secure Concessions Stand, all cabinets and Ticket Office.
• Must be able to work day/night, weekday and weekend shifts. May include some holidays.
• Maintain the cleanliness of the concession area including cooking equipment, counters, shelves, glass display cases, condiment areas, preparation areas and stock rooms.
• Work fast as most concession sales occur 15 minutes prior to show time and within 15 minutes during intermission.
• Make certain guest service is friendly, helpful and fast.
• Perform daily concession maintenance duties.
• Answer questions from guests and resolve any concerns.
• Ability to meet tight deadlines under minimal supervision.
• Other duties as assigned.
• Must be Bonded.
PARKING ATTENDANT/PARKER:
• Manage parking and traffic control in assigned area.
• Communicate with parking supervisor and identify all visitors violating rules.
• Perform regular patrol and provide assistance to visitors to locate vehicle if required.
• Manage and resolve all customer queries and control traffic at entrance and exists at all times.
• Ensure compliance to all safety regulations and company policies and inform the Osceola County School of the Arts Supervisor in case of violations. Specifically, all individuals must adhere to:
• School Board policies prohibiting Alcohol and Smoking on property.
• OCSA policies prohibiting use of areas not allowed for in Client rental contract including any buildings, walkways or areas on school-side of campus, athletic areas such as the Track and adjacent Field and the Pavilion/covered areas.
• Fire Code policies prohibiting parking in areas designated as Fire Lanes and any areas immediately adjacent to building (with exception of the Theatre Loading Dock)
• Evaluate parking to ensure optimal utilization of area and maintain safety of all guests.
• Manipulate vehicles to take advantage of all spaces.
• Clean up debris from parking lot.
• Use hand signals and lights to direct patrons into open spots.
• Position or remove barricades, cones and signs to prevent parking in certain spots.
• Return all barricades, cones, signs and sign covers to their default locations for School at the end of each event/event weekend.
• Escort patrons to their vehicles, if needed.
• Our parking attendants are responsible for keeping our parking lot safe and organized for both vehicle and pedestrian traffic. They are the first and last staff member that our guests see at Osceola County School of the Arts and must have a professional appearance and demeanor and a positive and helpful attitude.
PARKING SUPERVISOR:
• Assist Osceola County School of the Arts Supervisor in supervision of parking attendants.
• Organize, prepare and distribute work schedules for staffing specific event needs.
• Track attendance of staff.
• Communicate event schedules and information with parking staff.
• Monitor lot during events, to ensure cars are parked quickly and effectively.
• Work a variety of parking locations and positions.
• Communicate policy, process and procedure/information with parking staff.
• Responsible for overseeing and training of all Parkers.
• Train staff in efficient parking operations.
• Monitor lots during events to ensure smooth ingress of the interior and exterior of the lots.
• Ensure compliance to all safety regulations and company policies and inform the Osceola County School of the Arts Supervisor in case of violations. Specifically, all individuals must adhere to:
• School Board policies prohibiting Alcohol and Smoking on property.
• OCSA policies prohibiting use of areas not allowed for in Client rental contract including any buildings, walkways or areas on school-side of campus, athletic areas such as the Track and adjacent Field and the Pavilion/covered areas.
• Fire Code policies prohibiting parking in areas designated as Fire Lanes and any areas immediately adjacent to building (with exception of the Theatre Loading Dock)
• Tactfully and promptly resolve all customer service issues related to parking.
• Inspect work productivity of parking attendants to ensure that the highest levels of efficiency, accuracy and customer service are met.
• Assist in operation of daily events as business demands to provide excellent customer service.
• Greet and direct customers entering parking lots.
• Set-up signs, parking cones and reserved/disabled parking signs as event needs.
• Return all barricades, cones, signs and sign covers to their default location for School at the end of each event/event weekend.
• Identify and problem solve parking issues; prevent when possible.
• Provide excellent customer service assistance to internal and external clients.
• Recommend improvements to operations, procedures or scheduling to Osceola County School of the Arts Supervisor.
TICKET SELLER:
• Sells tickets for admission to OCSA event on day of show, including tickets for sale by OCSA or for OCSA clients. Tickets may be sold through OCSA’s online ticket system or offline as pre-printed tickets.
• Will be issued a cash bag. Must count and verify starting cash bag/drawer in presence of Event Coordinator and completely fill out Ticket Sales Report at start of shift.
Accepts cash and credit card payments, makes change and distributes purchased tickets to patrons. Previous box office experience or experience with retail cash register software.
• Distribute Will call and comp tickets by verifying guests IDs.
• Exchange/refund tickets for patrons requiring upgrades, seat swaps and refunds.
• Keep daily balance sheet of cash received and tickets sold, verify starting and ending cash amounts and reconcile same to ticket sales reports.
• Set-up and verify operation of all ticketing equipment at start of shift from each computer being used, including printing of test tickets, testing credit card swipes and ticket scanners.
• Maintain a clean and orderly work area, prior to, during and after event.
• At end of shift, must count and verify ending cash bag/drawer in presence of Event Coordinator and completely fill out Ticket Sales Report at end of shift. Will turn over cash bag to Event Coordinator upon completion.
• Log out and power down all computers and equipment. Store all ticketing equipment and turn out lights.
• Secure Ticket Office and all cabinets.
• Must be able to work day/night, weekday and weekend shifts. May include some holidays.
• Shifts are in and/or out-door with prevailing weather conditions at the time.
• Must be Bonded.
TICKET TAKER:
Become familiar with various event layouts.
Greet patrons in a friendly and professional manner as they enter performance venue.
Answer various questions.
Check tickets for appropriate seating.
Identify fraudulent tickets.
Take tickets and tear off portion for patron to keep or scan tickets.
Distribute programs or event schedules.
Show patrons where to find exits, bathrooms and concession stands.
Ensure all patrons’ needs are met.
Remind patrons of house policies.
Provide emergency instructions.
Ensure everyone adheres to safety rules.
Stamp hands or give door checks to those needing to leave early but wish to return.
Hold doors open for patrons as they exit.
Do minor cleaning of lobby and notify cleaning staff of necessary cleaning needs.
Count and record tickets as they are collected.
USHER:
• Become familiar with various event layouts.
• Positive attitude, neat appearance and a willingness to help our guests to have a wonderful experience at each Osceola County School of the Arts event.
• At end of event, walk through assigned area retrieving lost items and turn them in to Event Coordinator or House Manager.
• Assist Event Coordinator and House Manager with procedures for injuries, medical problems, etc.
• Provide assistance to patrons with special needs.
• Provide the primary level of guest assistance in the seating area.
• Help guests locate their seats.
• Provide guests with directions or other venue information.
• Act upon all comments/complaints in a prompt and friendly manner.
• Greet patrons upon entrance to the venue.
• Check tickets and reporting any ticketing problems to a supervisor
• Show patrons where to find exits, bathrooms and concession stands.
• Answer various questions.
• Ensure all patrons’ needs are met.
• Help eject disorderly or obnoxious patrons.
• Distribute programs or event schedules.
• Ensure everyone adheres to safety rules.
• Page individuals wanted at the box office.
• Stamp hands or give door checks to those needing to leave early but wish to return.
• Hold doors open for patrons as they exit.
• Clean lobby, place debris in trash receptacles and smooth down wrinkles in rugs.
• Count and record tickets as they are collected.
• Light the way with flashlights when patrons leave their seats.
• Ensure exit pathways are properly lit.
• Ensure nothing is obstructing exits.
• Pick up trash and lost items in assigned area after event and/or during breaks.
• In the event of an emergency requiring evacuation, help guide patrons to the nearest exit while maintain order.
USHER SUPERVISOR:
• Responsible for overseeing and training of all Ushers.
• Deliver the most exceptional customer service to our guests. Which includes being friendly, patient, outgoing and flexible.
• Responsible for any guest recovery situations, including seating issues, counterfeit tickets and guest relations.
• Organize manpower, monitor arrival and departure of usher staff, delegate shift responsibilities, communicate event details and ensure that appearance guidelines and policies and procedures are being followed.
• Must be comfortable interacting with guests to ensure their experience is memorable.
• Enthusiastic and positive attitude with the ability to be flexible.
• Answer questions pertaining to the event and facility.
• Must be able to problem solve in the most positive manner leaving our guests feeling satisfied.
• Handle any complaints from your assigned area and ask for help from the Event Coordinator or House Manager when you are unable to satisfy the guests.
• Responsible for the smooth flow of guest seating at each event, patron safety and service.
• Should be in close contact with production, concessions and ticket office in order to ensure a quality visit for every guest.
• Conduct an usher meeting prior to every event and provide all show information to the ushers prior to taking assignments.
• At end of event, walk through guest areas retrieving lost items and turn them into Event Coordinator or House Manager.
• At end of shift, secure all lobby and restroom doors, turn out all lights, submit FOH staff timesheet and return keys to Event Coordinator or House Manager.
CUSTODIAL
• Continuously clean the even area and restrooms
• Take trash out at the end of each event
• Make sure paper products are stocked and available for use
• Cleaning of common areas
• Floor care (sweeping up trash left on floors)
• Event setup and cleanup
