Solicitation Document Description: The following is a general, but not necessarily complete, description of the work to be constructed under the Contract. The list below is not intended to specify the order of construction/execution. The Works includes, but is not limited to, the following:

•        The non-exclusive provision all labour, materials and equipment necessary to load, transport and dispose of fill, concrete, and asphalt material from various Toronto Water Construction District Yards (City Wide)
Specific Conditions for Procurement: Specific mandatory requirements as outlined in Part 4 – Form B and Form C.
1.        Mandatory Experience:
a)        The Supplier shall provide three (3) examples of contracts that have achieved Substantial Performance (as defined by the Construction Act) within the past five (5) years of issuance date of this Solicitation event.
b)        All three (3) contracts must demonstrate working on excess soil removal projects, as defined in the scope of work in Part 3 (Specifications and Requirements for Deliverables).
c)        One (1) contract must have a minimum completed contract value of two million five hundred thousand dollars ($2,500,000.00) each excluding taxes.
d)        Two (2) contracts must have a minimum completed contract value of one million dollars ($1,000,000.00) each excluding taxes.
e)        Two (2) contracts must demonstrate working directly for a municipality.
f)        All three (3) contracts must be completed as a General Contractor.

2.        Equipment List:
a)        Suppliers are to provide:
i.        Details of the type of equipment to be used and any additional equipment (i.e., quantity, make, model, age, etc.) that the Supplier intends to use in this Contract.
ii.        If available, provide a descriptive literature of the proposed equipment.
iii.        Equipment(s) must meet the requirements and specifications in clause 1.2.3 in Section 1 (Scope of Work and Associated Deliverables) in Part 3 (Specifications and Requirements for Deliverables). Equipment(s) that does not meet the requirements stipulated in Part 3 (Specifications and Requirements for Deliverables) will result in the Suppliers bid submission to be rendered non-complaint.
b)        The Supplier must have a minimum of (Refer to clause 1.2.3 in Part 3):
i.        ten (10) tri-axle dump trucks per removal request

c)        Prior to award, the City may inspect the Supplier's equipment to verify that it meets the minimum equipment requirements as specified in the RFQ. Should there be a discrepancy between the bid submission (Table 4C-1) and the equipment/machinery inspected, the Bid will be declared non-compliant.

3.        Fill Disposal Locations:
a)        Provide a list of sites that the Supplier will be using throughout the duration of the Contract.
b)        Provide written confirmation from Ministry of Environment and Climate Change (MOECC) that the sites are approved for catch basin spoils (solids).

Contract Duration: April 1, 2025 to March 31, 2026 plus four (4) option terms of one (1) year each
