The U.S. Embassy in Ankara requires nationwide cellular voice and data services to support the diplomatic and administrative operations of the U.S. Mission throughout Türkiye. The required services include, but are not limited to:
• Minimum 90% local network coverage across Türkiye, with a focus on urban areas and main transportation routes;
• 24-hour international connectivity with the United States, Europe, and other global destinations;
• Comprehensive roaming packages—particularly within Europe and the United States—featuring coverage maps, partner networks, and transparent pricing adjustments when applicable;
• Reliable mobile internet access for smartphones and other devices via the contractor’s network infrastructure;
• Continuous SMS and voicemail service availability in both English and Turkish;
• Monthly itemized billing detailing each call by number, including the date, time, duration, and cost;
• Around-the-clock customer support, proactive issue resolution, technical assistance, and timely communication regarding any network disruptions.
All responsible sources may submit an offer, which will be considered. Please be aware that the response date in this synopsis is not final; see the RFQ for the actual deadline.
The Government intends to award the contract based on a comparative evaluation to the offeror that is competitive, technically acceptable, and determined to be responsible. Award may be made based on initial offers without discussions.
A pre-quotation conference is planned, and the solicitation will specify the date for this event.
In accordance with FAR provision 52.207, all contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov prior to contract award. Prospective offerors are encouraged to register before submitting quotations or proposals. Registration guidelines are available at https://www.fsd.gov/gsafsd_sp.
