REQUEST FOR COMPETITIVE SEALED PROPOSALS

(RFCSP)

Sealed proposals are requested by the San Antonio Water System for the procurement and installation of backup power generation equipment and related site and electrical improvements at three (3) production facility sites for the Resiliency Initiative Tier II Diesel Generators Phase 2 Project (the “Project).

Then select Bidder, Consultant, and Vendor Registration, which is located on the left-hand side of the screen. Select the Register Now button and proceed with registration.

Due to the confidential nature of this work, in order to be eligible to receive a copy of the Plans and Specifications that accompany this Request for Competitive Sealed Proposal (RFCSP), potential Respondents serving as the general contractor or electrical subcontractor must submit a prequalification form Exhibit A (Respondent Prequalification form) and an executed nondisclosure agreement in the form attached hereto as Exhibit B (“Firm NDA”). SAWS will evaluate and respond within two (2) business days regarding the acceptability of the prequalification form(s). SAWS will distribute the Plans and Specifications no earlier than November 18, 2024, only to those Respondents and electrical subcontractors who will meet the prequalification requirements and submit an executed Firm NDA. Prequalification forms must be submitted no later than 10:00 AM (CST), on December 4 December 13 , 2024.

The Respondents will be responsible to distribute the Plans and Specifications to their respective teams. Prequalified Respondents and all subcontractors will be responsible for maintaining the confidentiality of this project per the terms of the Firm NDA. Prior to distributing any portion of the Plans and Specifications, a fully completed Firm NDA must be obtained from all tiers of subcontractors and suppliers and provided to SAWS. SAWS will maintain a public list of those subcontractors and suppliers with Firm NDAs that will be posted to view on the SAWS website. It is recommended Respondents and all subcontractors facilitate receipt of as many of these Firm NDAs as possible in advance of SAWS distribution of the Plans and Specifications.

A non-mandatory pre-proposal meeting will be held at 2:00 P.M. (CST) December 5, 2024 10:00 AM (CST) December 16, 2024, , at the San Antonio Water System’s Customer Service Building, 1st Floor, Conference Room CR-C154, 2800 U.S. Hwy 281 North, San Antonio, Texas 78212. A maximum of three (3) members per Respondent or electrical subcontractor will be allowed to attend. Respondents may elect to include other potential subcontractors as attendees but will count toward the total maximum of three (3) members per Respondent. Each attendee who will attend the pre-proposal meeting shall have submitted a fully completed individual NDA to SAWS in the form attached hereto as Exhibit C (“Individual NDA”) no later than one (1) business day in advance of the meeting. Attendees not meeting these requirements will not be permitted to attend the pre-proposal meeting.

A non-mandatory site visit to three (3) of the project sites will be conducted at 8:00 AM (CST), on December 6, 2024 8:00 AM

(CST), on December 17, 2024. Additional details are provided in attached form Exhibit D (“Site Visit Procedures”). A maximum of three (3) members per Respondent or electrical subcontractor will be allowed to attend the non-mandatory site visits. Attendees may include other subcontractors but will count toward the total maximum of three (3) members per Respondent. Each team member who will attend the site visit shall have submitted a fully completed Individual NDA at least one (1) business day in advance of the site visit. Attendees not meeting these requirements will not be permitted to attend the site visit.

Answers to the questions will be posted to the website by 5:00 PM (CST) on January 15, 2025, as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP (Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents.

Proposals will be received electronically only, until 2:00 PM (CST) on January 29, 2025 January 22, 2025 .  Electronic proposals will be received via the secure SAWS FTP site.  See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by 2:00 PM (CST) on January 28, 2025 January 21, 2025 , to receive access to the File Transfer Protocol (FTP) site via email to Lindsay.Esquivel@saws.org . Respondent’s email requesting access to the FTP site shall provide the legal name of the Respondent’s company and the intended recipient’s email address and phone number. No requests for FTP site access will be accepted after 2:00 PM (CST) on January 28, 2025 January 21, 2025 .
