Description

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions U.S. Army Corps of Engineers - Omaha District, intends to issue a Firm-Fixed Price contract for Motor Vessel (MV) Missouri Engine Repair, U.S. Army Corps of Engineers, Omaha District, Nebraska. The purpose of this acquisition is for Motor Vessel (MV) Missouri Engine Repair Services: The purpose of this project is to complete repairs on a Cummins K19 diesel engine on the MV Missouri. The port engine had an engine failure. The number two cylinder head valve failed, resulting in the exhaust valve flute breaking and leading to extensive damage to all components of the cylinder.



Requirement: Repair Cummins K19 diesel engine in the MV Missouri. Work shall include replacement of the following: 2 new pistons, 2 piston liners, 2 new cylinder heads, piston rod bearings, numerous gaskets as needed for all parts replaced or removed during the repair and any other small parts or appurtenances required. All work shall be completed to within the original factory specifications by a mechanic or machinist with appropriate experience and/or certifications for marine diesel engines and service and repair. The contractor shall provide all manpower, tools, and parts required to complete the repairs. The work must be completed using Original Equipment Manufacturer (OEM) parts manufactured by Cummins. Dispose of all excess or waste materials at contractor expense in accordance with all relevant federal, state, and local regulations. The work must be completed aboard the vessel located at 9901 John J. Pershing Drive, Omaha NE 68112.



The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) Soliciting from a single source (1) for purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.



A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 811310 is not related to Small Business standard. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.



Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 2pm CDT on 2 May 2025, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
