THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND NOT A COMPETITIVE REQUEST FOR QUOTE.
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available. Only one responsible source and no other supplies or services will satisfy agency requirements.
The National Park Service, Con Ops Strategic, intends to issue a Sole Source award for the following InnovaSea Marine Systems Canada Inc equipment for the St. Croix, NSR, Saint Croix Falls, WI.
Vemco Rx-LIVE Cabled Receivers – Fathom LIVE Real Time Detection System (2ea)
Vemco NexTrak R1 Acoustic Receivers – (5ea)
Vemco Coded Transmitters 69 kHz – (150 total)
Specifically:
• V8-4x-A69-2801; Rounded Case (Mooneye) (40 total)
• V13-1x-A69-2801; External Cap (Longnose Gar) (20 total)
• V13-1x-A69-2801; Rounded Case (Channel Cats) (10 total)
• V16-6x-A69-2801; Rounded Case (Lake Sturgeon, Flathead Catfish etc.) (50 total)
• V16TP-6x-A69-2951; Rounded Case (Flatheads) (10 total)
o Sensor Transmit Ratio (T:P) = 1:1 Temp range -5 ~ 35 C; Depth range 34 meters
o On 3650 days; Power H; Random Delay: 90 to 150 seconds Loop back to step 1 Estimated tag life 3650 days
The National Park Service intends to procure Vemco receivers and fish tags from one source under the authority of FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. This will be a commercial acquisition using simplified acquisition procedures and will be classified under North American Industry Classification System (NAICS) 334511 with a Small Business Size Standard of $1.350.
Interested parties may identify their interests and capability to respond to this requirement within five (5) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
