CITY OF SPOKANE VALLEYREQUEST FOR QUALIFICATIONSTOPOGRAPHIC SURVEY SERVICESSprague Preservation (Phase 2)
The City of Spokane Valley (City) solicits interest from consulting firms with experience and expertise in Topographic and Boundary Surveying. Consultants will be considered for the Sprague Preservation (Phase 2) project. This agreement will be for approximately two years in duration, with anticipated start in August of 2026 with the option for the City to extend it for additional time and money if necessary. The contract type is expected to utilize the WSDOT Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement.
The City reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of providing a design phase topographic, and boundary survey for the Sprague Preservation (Phase 2) project. The project is on Sprague Ave from University Rd to Bowdish Rd ave and will include work on sidewalks, roadway, and stormwater elements. Survey work is required to comply with the City’s “Minimum Requirements for Topographic Survey” available with the RFQ.
The project is federally (FHWA) funded and has 0% Disadvantage Business Enterprise (DBE) goal for the consultant work. Diversity Management and Compliance System (DMCS) reporting is still required.

Submittals must include the firm name and main phone number; name and e- mail address for Principal in-Charge and Project Manager; disciplines provided by the firm and total number of employees within Washington State. Similar information shall be provided for any subconsultants. A Business Statement form must be attached to the SOQ for the prime consultant and each sub-consultant (if any).
Submission of any cost proposals or elements of cost shall be in a concealed format and separate from submitted Statement of Qualification, since these shall not be considered in the evaluation, ranking, and selection phase.
Please submit ONE electronic copy (pdf format) of your Statement of Qualifications to Kelly Lynch PE at klynch@spokanevalleywa.gov and Candice Powers-Henderson cphenderson@spokanevalleywa.gov no later than 3:00 pm on May 28, 2026.
