Description

This combined synopsis/solicitation for construction services prepared in accordance with the

format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional

information included in this notice. This synopsis/solicitation is being advertised as Small

Business Set-Aside only. This announcement constitutes the only solicitation; no separate written

solicitation will be issued.



The solicitation number is 20150PR250000205. Applicable North American Industry Classification

This requirement is for a fixed price contract. The contract will be awarded using simplified

acquisition procedures in accordance with FAR part 13 and part 15



The Government will award a contract resulting from this solicitation to the responsible offeror

whose offer conforming to the solicitation will be most advantageous to the Government, Best Value.

When submitting your proposals, request a price breakdown of the following:



a. Cost of materials and equipment

b. Cost of labor



Contract will be awarded to the vendor who can provide Best value which includes all labor,

material, cost and equipment required within the SOW. Cost and Past Performance factors will also

be considered when selecting the award.

General: United States Coast Guard Air Station Clearwater is accepting proposals for qualified

individuals to prepare and resurface damaged flooring in H-60, Power train and GSE/ARAP shops. Work

includes furnishing all labor, trades, equipment, components, materials, tools, and supervision.

Further items listed below are intended to clarify the statement of work (SOW), indicate general

arrangement of the system, and alert the contractor of existing conditions. The contractor shall

report any inconsistency or apparent conflicts in the work being proposed.

Recommendations or modifications may be considered, but only upon Contracting Officer review and

approval.

Prior to submitting a quote, it is mandatory to examine the scope of work and it is highly

recommended to visit the facility to take field measurements, conduct any necessary evaluations and

become familiar with existing conditions under which the work will be performed. After the award of

the contract, an on-site meeting will be held prior to starting the work.

1. Continuity of Facilities Operation: Schedule work to minimize interference with the facility

operations and during the normal operating hours of 7:00 am to 3:00 pm Monday thru Friday,

excluding federal holidays. Work may be conducted during other hours if approved in advance by

coordinating with the facility Point of Contacts (POC) listed below.



2. Notification of Start and Completion of Work: The Contractor shall provide a simple and general

schedule of work. For example, “Begin work at on . Work is expected to last days and be

complete on .”



3. Coast Guard Points of Contact: The Contractor shall coordinate with the following personnel to

arrange access the facility. POC’s are listed in order of preference.

4. Recycling and Disposal of Refuse: Minor refuse and waste materials resulting from operations may

be disposed of in Air Station Clearwater dumpsters. All disposals shall be done in accordance with

federal, state, and local laws and regulations. No Hazardous Waste or bulk waste may be disposed of

in Air Station Clearwater dumpsters.

5. Safety: During the execution of this contract, the Contractor shall conform to the rules and

regulations as set forth by OSHA State and Federal regulations. Immediate notification to the

Contracting Officer’s Representative of lost time due to accidents is required. Provide two copies

of workman’s compensation accident reports by noon of the day following the accident. The Coast

Guard reserves the right to bar any workers or supervisors from the premises should they be

documented as violating set safety standards and regulations.



6. Inspection: The Contracting Officer’s Representative has the right to reject defective

workmanship or materials or work not performed as per the contract specifications.



7. Operations and Storage: The Coast Guard has no responsibility for receipt, storage, or

protection of contractor’s materials. The Coast Guard will not accept shipments and no materials

may be stored on site by the contractor. The contractor is responsible for the protection of

existing structures, utilities and vegetation. Any damage shall be repaired at the contractor’s

expense.



8. Existing Utilities: Contractor is authorized to use Air Station Clearwater power and water while

conducting the work efforts outlined in this document. Any other use of power in not authorized.



9. General Regulations while onboard Coast Guard Air Station Clearwater:





1. Daily colors and the raising/lowering of the American flag will take place every morning at 0800

and every evening at sunset. All personnel on Base will face the main flagpole & maintain silence

and all vehicles & equipment will halt during these brief events.

2. Contractors are welcome to eat breakfast & lunch on Base in the base galley at published meal

rates. Breakfast is served from 0600-0730 daily & lunch will be served from 1100- 1230 daily in the

galley. All personnel desiring meal service shall be in clean, non-soiled clothing. The Coast guard

reserves the right to refuse service to anyone it deems dirty.

3. Contractors are welcome to utilize the Base’s Exchange store; however, contracted personnel are

prohibited from purchasing any uniform, alcohol or tobacco products in it.

4. Traffic Regulations:

a. 10 mph speed limit

b. No use of cell phones is permitted while driving vehicles or operating heavy machinery.

c. All personnel shall obey all marked traffic signals including stop signs & stoplights.

5. Notice shall be given to the Coast Guard’s representative 1 week in advance of any planned

outages, including any pool closure and expected duration.

6. Contractors are welcome to utilize the restrooms in the area they are currently working in

providing they are clean and do not track mud, dirt or any other debris into the restrooms.

7. No personnel other than the Contracting Officer has the authority to alter the terms of any

contract or to issue any change orders. Accordingly, the contractor shall not complete any work

that would incur additional cost to the government without written approval from the Contracting

Officer.

10. SECURITY REQUIREMENTS:

1. The contractor shall provide a consolidated list of all contractor personnel who will be working

on Air Station Clearwater Facilities at least 1 week prior to work. This is for routine/ standard

background checks of all personnel entering the base. Information required is: full name, date of

birth, and last 4 digits only of Social Security Number.

2. Only American citizens and permanent resident aliens are allowed onboard Air Station Clearwater

Facilities. Absolutely no foreign nationals are permitted on the premises. Appropriate

identification shall be provided at the front gate to attain base entry.

3. All contractor vehicles, equipment and gear onboard Coast Guard properties are subject to search

at all times. Additionally at all times due to security and operational needs, the contractor is

subject to orders to evacuate the property at any time.

4. Absolutely no firearms or weapons of any kind are allowed onboard Air Station Clearwater.

5. The contractor and subcontractor personnel shall at all times wear company identification and

carry photo identification on their person.





11. SCOPE OF WORK: 11. SCOPE OF WORK: Commercial Grade Flake System Application (HELO Shop)





Contractor shall provide all labor, trades, equipment, components, materials, tools, and

supervision necessary to prepare the existing substrate and apply a commercial-grade flake

broadcast system with polyaspartic coating to the HELO Room, floor.

a. Surface Preparation:

1. Diamond Grinding: Diamond grind the entire existing substrate to create a proper profile for

coating adhesion.

2. Patching and Crack Repair: Thoroughly patch all cracks and repair any imperfections in the

existing concrete surface. Price includes patching and repair of divots.

3. Substrate Cleaning: Thoroughly clean the prepared substrate to remove all dust, debris, and

contaminants.

b. Coating Application:

1. Vapor Barrier Base Coat: Apply a 100% solids, high-performance vapor barrier base coat to the

prepared substrate, ensuring complete and even coverage.

2. Flake Broadcast: Broadcast the desired flake blend (1/4" size) evenly across the wet vapor

barrier base coat to achieve the specified flake density. Ensure full and consistent coverage.

3. Excess Flake Removal: After the base coat has cured, scrape and clean up any loose or excess

flakes.

4. Polyaspartic Top Coat: Apply a coat of polyaspartic coating to seal the flake system. Ensure

uniform coverage and a smooth, durable finish.

c. General Requirements:

1. Materials: Contractor shall provide all materials necessary for the completion of the project,

including but not limited to grinding equipment, patching compounds, vapor barrier coating, flake

blend, and polyaspartic coating. All materials shall be of commercial grade and suitable for a

high-traffic environment.

2. Equipment: Contractor shall provide all necessary equipment for the surface preparation and

coating application, including but not limited to diamond grinders, vacuum systems, mixing

equipment, and application tools.

3. Personnel: Contractor shall provide qualified and experienced personnel to perform the work.

4. Clean Up: Contractor shall be responsible for the proper disposal of all waste materials

generated during the project. The work area shall be left clean and free of debris upon completion.

5. Access: Contractor is responsible for managing access to the HELO Room during the project,

coordinating with relevant personnel to minimize disruption.

6. Testing: Contractor shall perform necessary tests to ensure proper adhesion and curing of the

coating system.

7. Warranty: Contractor shall provide a warranty for the completed flake system, covering defects

in materials and workmanship. (Specify the duration of the warranty period here).

d. Contingencies:

1. Unforeseen Substrate Issues: If unforeseen substrate issues are discovered during the surface

preparation phase, the Contractor shall notify the Contracting Officer immediately. Any additional

work required to address these issues may be subject to a change order.

Important Considerations & Potential Additions:





• Specific Flake Blend: Specify the exact flake blend (color, manufacturer, etc.) to be

used.

• Slip Resistance: If slip resistance is a concern, specify the addition of a slip-resistant

additive to the polyaspartic top-coat.

• Cure Time: Specify the required cure time before the spaces can be used.

• Detailed Site Visit: Recommend a site visit before bidding to assess the existing substrate

conditions.

• Safety: Emphasize the importance of following all applicable safety regulations during the

project.



12. ACCEPTANCE OF WORK: When the contractor has completed all work, they shall notify the Coast

Guard (COR) for a final inspection. If the work is accepted, the contractor shall

submit final invoice to the Coast Guard as directed by the COR.

Performance Period: Performance of work is expected to commence NLT 10 days after award is made.

Extension period must be approved by the Contracting Officer for any unforeseen delays.
