The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 15 intends to negotiate/award a sole-source contract to Carefusion Solutions, LLC due to the proprietary nature of the equipment. The contract will be a Firm Fixed award. The statutory authority for this noncompetitive acquisition is FAR 13.106- 1(b) as implemented by FAR 6.302-1.

The North American Industrial Classification System (NAICS) code for this procurement is 541519, and the FSC/PSC is 7A21. The Department of Veterans Affairs intends to solicit and award an Open Market Sole Source Firm Fixed award for Profile Upgrade for Pyxis Medstations for the Harry S. Software profile upgrade on five (5) Pyxis Medstations. The Pyxis Medstations and their associated software upgrades are classified as highly specialized equipment crucial for the automation of medication dispensing within the Columbia VA Medical Hospital. These systems are an integral component of a robust medication management framework, designed to optimize safety, accuracy, and efficiency in medication distribution and administration. In addition, this upgrade must be BD/Carefusion brand due to the need to connect to additional Pixus equipment owned by the Columbia VA Hospital.

CareFusion Solutions, LLC, a wholly owned subsidiary of Becton Dickinson and Company (BD), is the exclusive manufacturer and provider of Pyxis products and services and the sole company capable of performing installation and maintenance. BD does not currently have any “authorization” or “certification” process in place for companies performing service or maintenance on Pyxis equipment. Any service or maintenance performed by a third-party vendor, other than our Field Service Technician Affiliates, would render null and void any existing warranty and be unsupported by CareFusion Solutions, LLC. Additionally, BD does not currently provide any “authorization” to allow acquisition of leased Pyxis equipment through a third-party vendor.

Interested persons may identify their interest and capability by responding to this requirement via email to Erika.Kobulnicky@va.gov by 7:00 AM CST June 17, 2025. All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence and provide an Authorization Service Letter from BD/Carefusion Solutions, LLC the Original Equipment Manufacturer (OEM) by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government.
