SAS Enterprise License Agreement (ELA) Limited-Sources Justification

CMS acquired SAS-brand software licensing, professional services, training and software maintenance to support critical business functions. SAS is a business intelligence and analytics tool. There are currently more than 500 CMS Desktop SAS users across several components, in addition to approximately 2,011 GRID users and 2,793 CMS contractor users. The software licensing from SAS includes a mix of foundation and enhanced software. Foundation Software includes approximately 30 discrete products and 35 ACCESS engines that process popular databases in native-mode. Foundation Software can be installed on desktops, servers, grid implementations, and mainframe systems. In addition to Foundation Software, CMS has a continued need for Enterprise Solution Software products. These products tend to be newer, more sophisticated, and designed for superior analytical and visualization capabilities. The server-based products have no processing capacity limitation.
