Bid Closing Time: 2:00 p.m., local time, Thursday, April 2, 2026 Tuesday, April 7, 2026

Engineer's Estimate: $690K to $930K

SCOPE OF WORK: The Contractor shall provide and install approximately 1,500 linear feet of new 6-foot wide sidewalk and approximately 2,400 square feet in plan area of stormwater management facilities (infiltration ditches) along McEwan Road’s north shoulder, starting at SW Kristi Way (north intersection) and ending at SW 65th Avenue. Further to the east, the Contractor shall provide and install (1) new storm system catch basin, (2) new storm system manholes, a storm drain pipe, and a new tie-in connection to an existing storm system drywell.

As part of this project, the Contractor will be required to prepare and submit a Traffic Control Plan and Permit Application, initiate the Traffic Control Plan setup/take down, and perform necessary clearing and grubbing of the project site in preparation for construction.

Additionally, the Contractor shall: provide and install tree protection measures and permanent and temporary erosion control; perform tree elevation lift pruning; and remove four trees located within and adjacent to the project site. Refer to Contract Documents for identified Project Work items and anticipated on-site construction activities.

Specifically, the project site area is located between the existing edge of asphalt pavement and the public right-of-way/private property boundary.

COMPLETION: Project Substantial Completion shall be no later than (NLT) August 25, 2026, and Project Final Completion shall be NLT September 24, 2026. Refer to contract documents for additional project milestones.

A VOLUNTARY PRE-BID MEETING IS SCHEDULED: Regardless of whether or not the Contractor attends the Pre-Bid Meeting, it is the Contractor's responsibility to verify existing and future conditions associated with the work prior to submitting a bid. Any items not included at the time of bid, but required for successful project completion, shall become the Contractor’s responsibility during both the tendering and construction phases.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the David-Bacon Act – 40 U.S.C. 3141 to 3148.

Bidders must submit a Bid Security to the City, along with their Bid, in an amount of 10%.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions Section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders are required to submit a First Tier Subcontractor Disclosure Form, to the City.

QUESTIONS/CLARIFICATION: Questions about the meaning or intent of the Bid Documents shall be submitted through the project bid site no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
