INTRODUCTION
The Costa Mesa Sanitary District (District) is soliciting/requesting proposals (RFP) from
qualified Contractors (aka Proposers) to conduct digital closed-circuit, television video
(CCTV) along with NASSCO assessment rating of the District sewer system.
The goal will be to conduct CCTV video of each pipeline (100%) over a five-year period;
about 30-percent of the sewer pipeline CCTV work will be conducted during the first year,
then 15 to 20-percent each year thereafter. In addition, the District is also requesting
periodic, on-call, CCTV video services. This on-call service may result in up to 5 to 10-
percent of additional CCTV assignments each year.
It is estimated, but not guaranteed, that the contractor will perform between 35 and 65
miles of CCTV work along with using a pole-camera for the associated Level 1 MACP
inspection each year of the Agreement period and/or Agreement extension(s). Level 2
NASSCO MACP inspections may be substituted for the Level 1 MACP inspections.
BACKGROUND/GENERAL
The Costa Mesa Sanitary District (District) is an independent special district that was
formed in 1944 under the Sanitary District Act of 1923. The District is governed by an
elected five-member Board of Directors that appoints a general manager to supervise the
day-to-day operations of the organization. The District boundaries encompass all of the
City of Costa Mesa, portions of Newport Beach, and small portion of unincorporated
Orange County territory; serving a population of approximately 116,700 and serving close
to 4,000 businesses.
Wastewater is conveyed to a treatment plant located in either Huntington Beach or the
Fountain Valley (owned and operated by the Orange County Sanitation District) via 224
miles of collection system and 20 lift stations. The District total daily dry weather flow is
approximately 8 to 10 million gallons per day.
The Contractor shall provide CCTV and sewer condition assessment services and provide
labor, materials, equipment, and incidentals necessary for the closed-circuit television
(CCTV) inspection of various lengths, depths, and diameters of sanitary sewers pipeline
located throughout the District's service area. Sewer pipelines are typically 8-inch vitrified
clay pipe (VCP) or polyvinyl chloride pipe (PVC). However, there are other pipeline sizes and
materials used within the sewer system. Sewer pipelines may be lined with a range of pipe
liners and the pipelines range in sizes from 6 to 30 inches in diameter.

The following services are required to inspect the condition of the District pipelines:
* High definition CCTV video of pipelines and related assets, along with associated
report(s) and data.
* Level 1 MACP inspection using CCTV video camera mounted on a pole.
SCOPE OF WORK (SOW)
General
Contractor shall CCTV video about 360,000 feet of the District sewer pipe during the first
year, then shall CCTV about 210,000 feet each year thereafter. The sewer CCTV work shall
include a Level 1 MACP inspection of sewer segment-associated manhole(s) using a pole-
mounted video/camera. The District reserves the right to conduct Level 2 MACP
inspections via video camera, based on the Proposer-provided optional costs.
District siphons and forcemain pipelines are NOT included in this contract.
In addition, the Contractor shall respond to District inspection requests for additional work
within three (3) business days wherever traffic control plans are not required. For
emergency situations, Contractor shall respond to a special request by the District
Engineer, within six (6) hours for CCTV inspection. The District Engineer, or their designee,
shall make the emergency call-outs.
The Contractor shall have full-time NASSCO PACP, MACP, and LACP certified personnel
experienced in CCTV inspection readily available to respond within the time limits noted
above of an emergency notification. Delays in responses may be cause for termination of
the Contract.
Contractor personnel performing CCTV video work, performing defect coding, performing
QA/QC, and/or other related sewer assessment activities, shall be National Association of
Sewer Service Companies (NASSCO) certified and be of current standing. NASSCO
certification certificates for each contractor employee performing NASSCO certification
work must be provided to the District. When a certificate expires, a renewal certification
shall be submitted within 30 days after the expiration date.
The District will provide the Contractor with PDF or GIS infrastructure maps which includes
sewer pipelines, manholes, sewer force mains, wet wells, siphons, and the asset
designations. Typical data on the maps include pipe size, pipe length, manhole
information, and identification numbers.
Sewers will be cleaned sufficiently by the District prior to the CCTV work. However, sewers
with excessive debris prohibiting the camera to successfully inspect the pipe section may

be subject to a minimum callout fee in order to reimburse the Contractor if the total
amount of footage successfully taken is less than the minimum callout fee.
Contractors shall possess an A- General Engineering Contractor license, C- 34 Pipeline
Contractor License, and/or C-42 Sanitation System Contractor license. No other State of
California contractor license types or specialties will be considered.
Detailed SOW
See Exhibit B for the detailed SOW.
The required work generally consists of Sewer System CCTV video work, pole-mounted
camera work, NASSCO defect rating determinations via artificial intelligence or human
determination), quality control review, quality assurance, installing/using temporary traffic
control measures, obtaining roadway encroachment permits, and coordinating with the
District Engineer, or their representative.
A detailed work schedule shall be developed, coordinated with the District, and submitted.
The District will clean each sewer ahead of the CCTV field work. Include the District sewer
cleaning at least two weeks prior to the CCTV work as a parallel activity.
The Contractor shall apply for City or County of Orange encroachment permits and submit
the proper application, insurance and forms, a detailed work schedule, a location map,
along with other required documentation. The Contractor shall include the fees for permits
in the Fee Proposal form. Refer to the detailed SOW for detailed permit requirements.
Prevailing Wage Project
The field work is considered prevailing wage. Contractor payroll shall be sent to the State
electronically. A State DIR Project number will be issued to the Contractor prior to the start
of work. See SAMPLE Agreement for detailed requirements.

INSTRUCTIONS TO CONTRACTORS
I. EXAMINATION OF PROPOSED DOCUMENTS
By submitting a proposal, the Contractor represents that it has thoroughly examined and
become familiar with the work required under this RFP, and that it is qualified to perform
the work as requested.
II. DISTRICT RESPONSIBILITIES
A. The District will provide Contractor with available documents, studies, and relevant
information concerning the project. All documents are available upon request.
B. The District Engineer will be the primary contact and District representative for this
Project work.
III. ADDENDA/CLARIFICATION
Requests for explanations or clarification must be directed via email to the individual
specified below and received no later than time and date specified, below.
The District will not respond to questions received after the specified time and date. The
also District reserves the right to extend the Proposal due date should clarifications require
such action.

IV. WITHDRAWAL OF PROPOSAL SUBMITTAL
A consultant may withdraw its proposal at any time prior to the deadline for submission of
proposals by delivering to District staff (Noelani Middenway) a written request for
withdrawal signed by, or on behalf of, the consultant.
V. RIGHTS OF THE DISTRICT
This RFP does not commit the District to enter into a legal binding agreement, nor does it
obligate the District to pay for any costs incurred in preparation and submission of the
proposal or in anticipation of an agreement. The District reserves the right to reject any or
all proposals.

RESPONDING TO THE RFP
In order for proposals to be considered, submissions must be clear, concise, complete,
well organized and demonstrate both consultant's qualifications, and its ability to follow
instructions.
The proposal shall be organized in the format indicated below, shall be limited to twelve
(12) pages (not including attachments and appendixes). A hard copy and PDF file of the
complete Proposal is required for the Contractor's submittal.
Provide a proposed project schedule with detailed breakdown of activities and estimated
consultant labor workhours for each activity. The project schedule shall include a visual
presentation of critical path and parallel work activities and must be approved by the
District prior to performing the project work.
A. Proposal Cover Sheet
Contractor will complete and submit the Proposal Cover Sheet along with required
documents mentioned below.
B. Submittal Letter
Include the RFP's title and submittal due date, name of Contractor and contact information
(address, telephone, email, etc.). Include the designated contact person and
corresponding email address. The letter must state that the proposal will be valid for a 75-
day period and that staffing is available to work immediately on this project. The person
authorized by the Contractor to negotiate the Agreement with the District must sign the
cover letter.
C. Description of Contractor
Provide the contractor's information regarding the size, location, the nature of work
performed by the firm, years in business, or other pertinent information. Also provide
information for the project manager, crew lead, foreman, and/or superintendent(s) and any
subcontractors used for the proposed work
D. Experience and Organization
Briefly summarize the Contractor's experience providing sewer CCTV services, analysis,
and work of that required. Provide an overview of the key team members and their role for
this work proposal. Note: Detailed resumes may be included as an attachment/appendix in

the Contractor proposal. Provide a copy of the contractor's license as issued by the State of
California, via appendix, in the Contractor Proposal.
Describe your organizational structure for this proposed work, including any
subconsultants. Please provide the names of the firm's owner/principal, project manager,
and leadership staff. Substitution of team members/consultant staff will not be allowed
unless approved by the District Engineer. Request for substitution must include a resume
with work experience. The substitute must have the same or greater work experience than
the incumbent.
E. References
This section should identify similar projects that the contractor has completed as
outlined in the RFP. Experience with municipal pump stations and plants should be
included and is preferred. Provide a brief overview of reference public agency or private
clients. Provide detailed reference information for at least five (5) clients, including contact
name, agency or firm name, address, phone, and email address. Please provide references
for individuals currently employed by the reference agency or firm and confirm that they are
willing to provide references during a discussion with the District. Stale or non-replying
references will adversely impact the scoring of the contractor's proposal.
F. Project Overview, Approach, Quality Control and Assurance (QA/QC), Work
Plan, and Project Management
This section should clearly convey the contractor's understanding of the nature of
the work related to the District's project and the general approach the consultant will use
to complete this project.
This section should also include a full description of each step in completing the
project and how the work will be performed. The work description should be in sufficient
detail to show a clear understanding of the work, proposed approach, and how the District
is receiving additional value.
The Contractor shall describe their QA/QC procedures and policies, in addition to
who will perform the QA/QC and how the QA/QC work will be performed.
This section should also include a description of the format, content and level of
detail that can be expected for each deliverable.
G. Cost Proposal
The cost proposal must be submitted on the District Bid Form attached hereto and sealed
in a separate envelope. Include a standard Contractor's fee schedule showing items not

considered in the Agreement. The Contractor's standard fee schedule will be used to
determine and negotiate extra costs for items that may arise but perhaps not considered
for this Agreement.
H. Schedule
Provide a proposed project schedule along with the overall-labor hour requirement to
complete the proposed work. Provide a detailed breakdown of activities and detailed labor
workhour requirement for each activity in the Fee Proposal form. The project schedule
must include a visual presentation of critical path and parallel work activities. The
schedule must describe the timeline for completing the work within the Agreement year
(Agreement term).
Assume a Contract Award date indicated in the Schedule of Selection and a Notice to
Proceed Date of July 20, 2026. The Notice to Proceed may be provided to the Contractor
early depending on submittal of Bonds, Insurances, and the Project Schedule. Work cannot
proceed until the Bonds, Insurances, and Work Schedule has been review and approved by
the District.
