Combined Synopsis and Solicitation for Commercial Items (IAW FAR 12.603)

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA460825QC024, is IAW FAR Parts 12 and 13 and is IAW provisions and clauses in Federal Acquisition Circular (FAC) 2025-03, effective as of 17 January 2025. This is a total set aside for small business and the associated North American Industry Classification System (NAICS) number is 339950. The small business size standard is 500 employees.

NOTICE TO OFFERORS

If funds are not available to fund the entire contract value, the Government reserves the right to re-evaluate quotes by unit price per item and issue an award on a SOME, NONE, or ALL basis for each individual item needed.

Description/Purpose:

This RFQ is for the fabrication of a Commander/Command Chief Alumni Wall of Honor for the 8th Air Force Head Quarters (8 AF/HQ) located on Barksdale AFB, LA.

Site Visit:

A site visit will be held on Tuesday, 25 March 2025 at approximately 1:00 PM CDT. Offerors attending the site visit will meet in front of Bldg. 5345 at 345 Davis Ave West located on Barksdale AFB, LA. Those planning to attend the site visit must RSVP no later than Monday, 24 March 2025 at 3:30 PM CDT. The names of all anticipated site visit attendees must be emailed to SSgt Tyler Parsons, Contract Specialist, at tyler.parsons.3@us.af.mil and SrA Alisia Davis, Contracting Officer, at alisia.davis@us.af.mil. Emails should include company name and phone number along with the names and contact information of all individuals that will be attending on the company’s behalf. Emails should also indicate whether or not the attendees will need to be sponsored on to Barksdale. Offerors who do not already have base access will need their Driver’s License, vehicle registration, and insurance to receive a base visitor’s pass. Individuals may obtain a visitor’s pass at the address listed below:

• Contractors driving a noncommercial vehicle will meet at the Shreveport West Gate Visitor Center, located at Wilbur Wright Dr, Barksdale AFB 71110

Site visit attendance is highly recommended; however, it is not mandatory. Any questions arising at the site visit shall be submitted to the Contract Specialist and Contracting Officer in writing by the date and time specified below. Only answers provided in writing by the Contracting Officer will be contractually binding.

• Site Visit RSVP due by Monday 24 March 2025 at 3:30 PM CDT.


• Site Visit will be conducted on Tuesday 25 March 2025 at 1:00 PM CDT.


• Questions must be submitted via email no later than Wednesday 26 March 2025 at 1:00 PM CDT


• Answers to questions submitted will be provided on or around Monday, 31 March 2025.


• Quotes are requested by Monday 07 April 2025 at 12:00 PM CDT.
